To request that the Chief Administrative Officer cause to be developed goals and a “scorecard” for certain development projects that promote cohesion between the implementation of the City’s Master Plan and the implementation of the City’s economic development plans and that ensure positive growth and equitable opportunity for the citizens of the City of Richmond.

WHEREAS, it is the opinion of the Council that the development of goals and a “scorecard” for development projects involving City-owned real estate or the expenditure of City funds would promote cohesion between the implementation of the City’s Master Plan entitled “Richmond 300: A Guide for Growth” (hereinafter referred to as the “Master Plan”), approved by Ordinance No. 2020-236, adopted December 14, 2020, and the implementation of the City’s economic development plans and would ensure positive growth and equitable opportunity for the citizens of the City of Richmond; and

WHEREAS, the Council believes that it is in the City’s best interests of the citizens of the City of Richmond that the Council request that the Chief Administrative Officer cause to be developed goals and a “scorecard” that would promote cohesion between the implementation of the Master Plan and the implementation of the City’s economic development plans and that would ensure positive growth and equitable opportunity for the citizens of the City of Richmond;

NOW, THEREFORE,

BE IT RESOLVED BY THE COUNCIL OF THE CITY OF RICHMOND:

                     That the Council requests that the Chief Administrative Officer cause to be developed goals and a “scorecard” for development projects involving City-owned real estate or the expenditure City funds that would promote cohesion between the implementation of the Master Plan and the implementation of the City’s economic development plans and that would ensure positive growth and equitable opportunity for the citizens of the City of Richmond.

BE IT FURTHER RESOLVED:

                     That the Council requests that the Chief Administrative Officer cause such goals and such “scorecard” for development projects involving City-owned real estate or the expenditure City funds to include, at a minimum:

1.                     An analysis of the best use and benefits of each area being developed.

2.                     An analysis of the most effective area median income levels to utilize and the amount of affordable housing units needed in a development.

                     3.                     An analysis of the need for green space and public transportation near a development.

4.                     To the extent permitted by applicable law, appropriate requirements for the involvement of minority business enterprises and emerging small businesses, as the terms “minority business enterprise” and “emerging small business” are defined by section 21-4 of the Code of the City of Richmond (2020), as amended.

5.                     The creation of affordable housing units.

6.                     An analysis of a development project’s proximity to public schools.

                     7.                     An analysis of a development project’s proximity to retailers offering healthy food options.

                     8.                     An analysis of whether a development project offers employment options that are within walking distance from the homes of employees or accessible to employees through public transit.

                     9.                     The consideration of whether a development project provides citizens of the city of Richmond and members of the public with access to green space and parks within a ten minute walk.

                     10.                     The consideration of whether a development project provides citizens of the city of Richmond and members of the public with access to high frequency public transit within a ten minute walk.

                     11.                     The incorporation of sustainability and resiliency goals.
