THE CITY OF RICHMOND HEREBY ORDAINS:
§ 1. That the Chief Administrative Officer, for and on behalf of the City of Richmond, is hereby authorized to accept funds in the amount of $500,000.00 from the Historic Richmond Foundation for the purpose of providing funding for the Pump House Roof Replacement project.
§ 2. That Article I, Section 2 of Ordinance No. 2026-063, adopted May 11, 2026, which adopted the Special Fund Budget for the fiscal year commencing July 1, 2026, and ending June 30, 2027, and made appropriations thereto, be and is hereby amended by creating a new special fund for the Department of Parks, Recreation and Community Facilities entitled “Pump House Roof Replacement - HRF Special Fund” for the purpose of providing funding for the Pump House Roof Replacement project.
§ 3. That the funds received from the Historic Richmond Foundation are hereby appropriated to the Special Fund Budget for the fiscal year commencing July 1, 2026, and ending June 30, 2027, by increasing estimated revenues by $500,000.00, increasing the amount appropriated for expenditures by $500,000.00, and allotting to the Department of Parks, Recreation and Community Facilities’ “Pump House Roof Replacement - HRF Special Fund” the sum of $500,000.00 for the purpose of providing funding for the Pump House Roof Replacement project.
§ 4. This ordinance shall be in force and effect upon adoption.

PURPOSE: To authorize the Chief Administrative Officer, for and on behalf of the City of Richmond, to accept funds in the amount of $500,000.00 from the Historic Richmond Foundation and to amend the Fiscal Year 2026-2027 Special Fund Budget by creating a new special fund for the Department of Parks, Recreation and Community Facilities entitled “Pump House Roof Replacement - HRF Special Fund,” and appropriating the increase to the Department of Parks, Recreation and Community Facility’s “Pump House Roof Replacement - HRF Special Fund” by $500,000.00 for the purpose of providing funding for the Pump House Roof Replacement project.
BACKGROUND: Pursuant to a Memorandum of Agreement to be entered into between Historic Richmond Foundation and the City (“HRF”), HRF will provide $500,000.00 for the purpose of the repair and restoration of the roof of the Byrd Park Pump House. The funding being provided by HRF is being used alongside a grant from the National Park Service and Department of Parks, Recreation and Community Facilities Capital Improvement funds.
COMMUNITY ENGAGEMENT: After introduction, the proposed ordinance will be referred to Finance and Economic Development Standing Committee meeting for discussion, where the public is encouraged to attend to provide comments. After the committee’s recommendation to the City Council, Council will hold a public hearing regarding the proposed ordinance.

FISCAL IMPACT / COST: FY 2026-2027 Special Fund revenues will increase by $500,000.00 and a new special fund titled “Pump House Roof Replacement - HRF Special Fund” will be created. In addition to the $500,00.000 provided by HRF, the project is funded by FY 2024 CIP - James River Master Plan Implementation funding of $1,549,369.00 and $500,000.00 in grant funding from the National Park Service.
