WHEREAS, the Council of the City of Richmond believes it to be in the best interest of the Carytown neighborhood, located in the Fifth District, and in the best interest of future business corridors throughout the City of Richmond, that the Chief Administrative Officer cause the Department of Economic Development to engage a consultant to work with the property owners and businesses in the Carytown neighborhood to establish a Business Improvement and Recruitment District and to submit an ordinance setting forth the particulars of such District to the Council; and

WHEREAS, the Council of the City of Richmond believes that it is in the best interest of future business corridors throughout the city of Richmond, including business corridors such as Hull Street, East Main Street in Shockoe Bottom, East Broad Street in City Center, Midlothian Turnpike, and Brookland Park Boulevard, that the Chief Administrative Officer cause the Department of Economic Development to engage with property owners and businesses located within business corridors of the city of Richmond to discuss whether establishing a Business Improvement and Recruitment District would be beneficial to their economic futures;

NOW, THEREFORE,

BE IT RESOLVED BY THE COUNCIL OF THE CITY OF RICHMOND:

That the Council hereby requests that the Chief Administrative Officer cause the Department of Economic Development to engage a consultant to work with the property owners and businesses in the Carytown neighborhood to establish a Business Improvement and Recruitment District [and to]; submit an ordinance setting forth the particulars of such District to the Council by no later than December 2024; and engage with property owners and businesses located within business corridors of the city of Richmond to discuss whether establishing a Business Improvement and Recruitment District would be beneficial to their economic futures.
