To amend the Fiscal Year 2026-2027 General Fund Budget by (i) re-appropriating $3,168,000.00 from the Fiscal Year 2025-2026 General Fund Committed Fund Balance to the Fiscal Year 2026-2027 Operating Budget, (ii) creating a new line item in the Outside Agencies and Central Appropriations agency entitled “Presbyterian Homes and Family Services, Inc.,” and (iii) appropriating such $3,168,000.00 to such new line item and to existing Outside Agencies and Central Appropriations agency Central Virginia Legal Aid Society, Inc., Freeze Program, and Southside Community Development and Housing Corporation line items, all for the purpose of funding active housing cost relief initiatives serving City residents.

THE CITY OF RICHMOND HEREBY ORDAINS:
§ 1. That the General Fund Budget for the fiscal year commencing July 1, 2026, and ending June 30, 2027, is hereby amended by:
(a) Re-appropriating funds in the amount of $3,168,000.00 from the General Fund Committed Fund Balance for the fiscal year commencing July 1, 2025, and ending June 30, 2026, to the Fiscal Year 2026-2027 Operating Budget;
(b) Creating a new line item in the Outside Agencies and Central Appropriations agency entitled “Presbyterian Homes and Family Services, Inc.;” and
(c) Appropriating such funds in the amount of $3,168,000.00 to the Outside Agencies and Central Appropriations agency line items as follows:
(1) Central Virginia Legal Aid Society, Inc……………………$700,000.00
(2) Freeze Program…………………………………….……….$468,000.00
(3) Presbyterian Homes and Family Services, Inc..…………$1,000,000.00 and;
(4) Southside Community Development and Housing Corporation……………………………………………………….……………….$1,000,000.00,
all for the purpose of funding active housing cost relief initiatives serving City residents.

PURPOSE: To amend the Fiscal Year 2026-2027 General Fund Budget by (i) re-appropriating $3,168,000.00 from the Fiscal Year 2025-2026 General Fund Committed Fund Balance to the Fiscal Year 2026-2027 Operating Budget, (ii) creating a new line item in the Outside Agencies and Central Appropriations agency entitled “Presbyterian Homes and Family Services, Inc.,” and (iii) appropriating such $3,168,000.00 to such new line item and to existing Outside Agencies and Central Appropriations agency Central Virginia Legal Aid Society, Inc., Freeze Program, and Southside Community Development and Housing Corporation line items, all for the purpose of funding active housing cost relief initiatives serving City residents.
BACKGROUND: During the FY27 budget process, Council elected to apply the remaining Gap Grant funds toward select investments in the Mayor's proposed FY27 budget, freeing up General Fund resources to support Council's own budget amendments. The FY27 Budget Ordinance directs the Administration to introduce this ordinance to implement that plan.
This ordinance transfers the full $3.168 million in remaining Gap Grant funds - originally allocated in October 2024 - to four housing cost relief initiatives currently serving City residents. Per the text amendments adopted by Council with the FY27 Budget Ordinance, funds are directed as follows:
Outside Agencies: Reserve for Family Crisis Fund - $1,000,000
Outside Agencies: Southside Community Development and Housing Corporation (Eviction Diversion Program) - $1,000,000
Outside Agencies: Central Virginia Legal Aid Society, Inc. (Right to Counsel for Evictions) - $700,000
Real Estate Freeze Program - $468,000
Adoption of this ordinance is necessary to ensure continuity of funding for these programs. Without it, the Family Crisis Fund, Eviction Diversion Program, and Right to Counsel for Evictions may face a multi-month funding lapse that would interrupt services to City residents for an extended period of time.
