THE CITY OF RICHMOND HEREBY ORDAINS:

 

§ 1.                     That Ordinance No. 2022-284, adopted November 14, 2022, as previously amended by Ordinance No. 2023-258, adopted October 10, 2023, which accepted the second tranche of American Rescue Plan Act funds and appropriated such funds to the General Fund Budget and Capital Budget, is hereby amended by:

(a)                     Transferring the total amount of $374,020.78 from the First responders hazard pay project;

(b)                     Transferring the total amount of $3,000,000.00 from the CDFI Revolving Loan Fund project;

(c)                     Creating a new line item in the Non-Departmental agency of the General Fund Budget for the fiscal year commencing July 1, 2023, and ending June 30, 2024, entitled “Child Care and Education Trust Fund (Thrive Birth to Five Foundation);” and

(d)                     Appropriating $500,000.00 of the funds transferred by subsections (a) through (b) of this section to the new line item in the Non-Departmental agency created by subsection (c) of this section entitled “Child Care and Education Trust Fund (Thrive Birth to Five Foundation),” as shown on the attachment to this ordinance entitled “ARPA Spending Plan by Priority Area,” for the purpose of transferring funds from certain previously identified projects as part of the city’s American Rescue Plan Act Spend Plan and transferring such funds to existing or new projects.

§ 2.                     That a portion of the funds transferred by subsections (a) through (b) of section 1 of this ordinance is hereby appropriated to the Capital Budget for the fiscal year commencing July 1, 2023, and ending June 30, 2024, by increasing estimated revenues by $2,874,020.78, increasing the amount appropriated for expenditures by $2,874,020.78 and allotting to the Office of Sustainability the sum of $680,000.00 for a new capital improvement project in the Capital Investment Opportunities category called the “Solar Fund Project,” and allotting to the Department of Parks, Recreation and Community Facilities the sum of $2,194,020.78 for a new capital improvement project in the Capital Investment Opportunities category called the “Playgrounds and Parks Improvements,” as set forth on the document entitled “ARPA Spending Plan by Priority Area,” a copy of which is incorporated into and made a part of this ordinance, for the purpose of transferring funds from certain previously identified projects as part of the city’s American Rescue Plan Act Spend Plan and transferring such funds to existing or new projects.

§ 3.                     That the Capital Budget for the fiscal year commencing July 1, 2023, and ending June 30, 2024, be and is hereby amended by transferring funds in the amount of $1,222,280.00 from the TB Smith Community Center project and appropriating such transferred funds in the amount of $1,222,280.00 to the Lucks Field Community Center project for the purpose of transferring funds from certain previously identified projects as part of the city’s American Rescue Plan Act Spend Plan and transferring such funds to existing or new projects.

§ 4.                     This ordinance shall be in force and effect upon adoption.
