THE CITY OF RICHMOND HEREBY ORDAINS:

§ 1.                     That the Chief Administrative Officer, for and on behalf of the City of Richmond, is authorized to accept funds in the amount of $2,704,000.00 from the Federal Railroad Administration to provide funding for the feasibility analysis, environmental clearance, and preliminary engineering of a grade separation project on Broad Rock Boulevard.

§ 2.                     That the Chief Administrative Officer, for and on behalf of the City of Richmond, is authorized to accept funds in the amount of $540,800.00 from the Virginia Department of Rail and Public Transportation to provide funding for the feasibility analysis, environmental clearance, and preliminary engineering of a grade separation project on Broad Rock Boulevard.

§ 3.                     That Article I, Section 2 of Ordinance No. 2025-057, adopted May 12, 2025, which adopted the Fiscal Year 2025-2026 Special Fund Budget for the fiscal year commencing July 1, 2025, and ending June 30, 2026, and made appropriations pursuant thereto, be and is hereby amended by creating a new special fund for the Department of Public Works called the “Railroad Crossing Elimination (RCE) - Broad Rock Grade Separation Special Fund” to provide funding for the feasibility analysis, environmental clearance, and preliminary engineering of a grade separation project on Broad Rock Boulevard.

§ 4.                     That the funds accepted in section 1 of this ordinance and the funds accepted in section 2 of this ordinance are hereby appropriated to the Special Fund Budget for the fiscal year commencing July 1, 2025 and ending June 30, 2026, by increasing estimated revenues by $3,224,800.00, increasing the amount appropriated for expenditures by $3,224,800.00, and allotting to the Department of Public Works’ “Railroad Crossing Elimination (RCE) - Broad Rock Grade Separation Special Fund” the sum of $3,224,800.00 to provide funding for the feasibility analysis, environmental clearance, and preliminary engineering of a grade separation project on Broad Rock Boulevard.

§ 5.                     This ordinance shall be in force and effect upon adoption.

PURPOSE: To authorize Chief Administrative Officer to accept funds from the Federal Railroad Administration in the amount of $2,704,000, from the Virginia Department of Rail and Public Transportation in the amount of $540,800, and to amend the Fiscal Year 2025-2026 Special Fund Budget, to create a new grant special fund for the Department of Public Works called the “Railroad Crossing Elimination (RCE)-Broad Rock Grade Separation Special Fund,” and to appropriate the increase to the Department of Public Works’ “Railroad Crossing Elimination (RCE)- Broad Rock Grade Separation Special Fund” for the purposes of funding the feasibility analysis, environmental clearance, and preliminary engineering of a grade separation project on Broad Rock Boulevard.

 

BACKGROUND: The Railroad Crossing Elimination (RCE) Grant program is a part of the Infrastructure Investment and Jobs Act (IIJA) and funds railroad grade crossing improvements for the safety of goods and people.  The Office of Equitable Transit and Mobility is committed to providing multimodal transportation solutions for its citizens. This project impacts the City of Richmond and CSX.

 

COMMUNITY ENGAGEMENT: Staff from the Department of Public Works’ Office of Equitable Transit and Mobility and staff from the Department of Rail and Public Transit (DRPT) will ensure that community engagement will continue throughout the grant term.

 

STRATEGIC INITATIVES AND OTHER GOVERNMENTAL:  This project conforms to Goal 8-Equitable Transportation in the Richmond 300 master plan by expanding and improving transit, walking, and biking infrastructure.  No other governmental agency approval is required for the Ordinance.

 

FISCAL IMPACT:  The City’s Office of Equitable Transit & Mobility is responsible for funding the match of $135,200.  These funds have been included in the FY26 DPW Special Fund budget.

 

DESIRED EFFECTIVE DATE:  Upon Adoption.
