THE CITY OF RICHMOND HEREBY ORDAINS:

§ 1.                     That the Chief Administrative Officer, for and on behalf of the City of Richmond, is authorized to accept funds in the amount of $18,319.00 from the Virginia Department of Fire Programs for the purpose of providing funding for training, training centers, equipment, and protective clothing for firefighters.

§ 2.                     That the funds received from the Virginia Department of Fire Programs are hereby appropriated to the Special Fund Budget for the fiscal year commencing July 1, 2025, and ending June 30, 2026, by increasing estimated revenues by $18,319.00, increasing the amount appropriated for expenditures by $18,319.00, and allotting to the Department of Fire and Emergency Services’ State Fire Programs Special Fund the sum of $18,319.00 for the purpose of providing funding for training, training centers, equipment, and protective clothing for firefighters.

§ 3.                     This ordinance shall be in force and effect upon adoption.

PURPOSE:  To authorize the Chief Administrative Officer to accept funds in the amount of $18,319.00 from the Virginia Department of Fire Programs and to appropriate the increase to the Fiscal Year 2025-2026 Special Fund Budget by increasing estimated revenues and the amount appropriated to the Department of Fire and Emergency Services’ State Fire Programs Special Fund by $18,319.00, for the purpose of funding the fire suppression equipment, training, and supplies expenditures in the City of Richmond.

 

BACKGROUND:  The Virginia Department of Fire Programs (VDFP) awards fire services throughout the Commonwealth Assistant to Localities (ATL) grant funding through a process without an application and determined by formulaic criteria including the population of the locality served.

 

The Richmond Department of Fire and Emergency Services anticipated ATL funding, based on previous years’ allocations, of $1,250,000.00 for FY2026. $1,250,000.00 was thus the figure budgeted in Fire and Emergency Services’ FY26 Special Fund budget. Council approved this amount in Ord. No. 2025-057. This request is to increase the ATL total award by $18,319.00 to match the $1,268,319.00 that the VDFP has subsequently awarded Fire and Emergency Services.

 

COMMUNITY ENGAGEMENT: The Fire Department has not performed additional community engagement for this grant as it funds activities about which the Fire Department already regularly informs the community.

 

STRATEGIC INITATIVES AND OTHER GOVERNMENTAL:

 

FISCAL IMPACT: The total amount of the award is $1,268,319.00, an $18,319.00 increase in revenue beyond earlier departmental estimates/budgeting ($1,250,00.00) and with no matching funds requirement. If adopted, the City obtains $18,319.00 otherwise unavailable to pay for firefighter training, construction of training centers, firefighting equipment, supplies, and protective clothing.
