THE CITY OF RICHMOND HEREBY ORDAINS:

§ 1.                     That Article I, Section 1 of Ordinance Number 2024-099, adopted May 13, 2024, which adopted a General Fund Budget for the fiscal year commencing July 1, 2024, and ending June 30, 2025, and made appropriations pursuant thereto, is hereby amended by:

(a)                     Transferring funds in the amount of $96,250.00 from the Non-Departmental agency The Literacy Lab line item;

(b)                     Appropriating $66,250.00 of the funds transferred by subsection (a) of this section to the Reserve for Children’s Fund (Early Childhood, Positive Youth Development, Postsecondary Success) line item in the Non-Departmental agency; and

(c)                     Appropriating $30,000.00 of the funds transferred by subsection (a) of this section to the Challenge Discovery Projects, Inc. (Behavioral Health Clinic) line item in the Non-Departmental agency, all for the purpose of providing funds for emergent needs related to children.

§ 2.                     This ordinance shall be in force and effect upon adoption.

PURPOSE:  To amend Ord. No. 2024-099, adopted May 13, 2024, which adopted the Fiscal Year 2024-2025 General Fund and made appropriations pursuant thereto, by (i) reducing the “Literacy Lab” line item in the Non-Departmental agency budget by $96,250.00, (ii) appropriating such transferred funds in the amount of $66,250.00 to the “Reserve for Children’s Fund (Early Childhood, Positive Youth Development, Postsecondary Success)” line item in the Non-Departmental agency budget, and (iii) appropriating such transferred funds in the amount of $30,000.00 to the “Challenge Discovery Projects, Inc.” line item in the Non-Departmental agency budget, all for the purpose of providing funds for emergent needs related to children.

BACKGROUND:   The Literacy Lab, one of the charitable organizations that applied and was approved for an appropriation in the Fiscal Year 2025 Non-Departmental budget, has notified City administration and other stakeholders that they ceased operations. Funds appropriated to the Literacy Lab shall be reappropriated to (i) the Children’s Fund so that they are available for emergent needs related to children and youth, in alignment with the intent of the original appropriation that was to support both postsecondary success and early childhood development through the Literacy Lab’s Leading Men program and (ii) Challenge Discovery Projects for the purpose of social-emotional learning and mental healthcare for youth residing in the East End of Richmond.

FISCAL IMPACT: No cost. Transfer of recaptured funds of $96,250.00 from the "Literacy Lab" line item in the Fiscal Year 2025 Non-Departmental budget to the "Challenge Discovery Projects, Inc. (Behavioral Health Clinic)" ($30,000.00) and the "Reserve for Children's Fund (Early Childhood, Positive Youth Development, Postsecondary Success)" ($66,250.00) line items in the Fiscal Year 2025 Non-Departmental budget.
