To authorize the Chief Administrative Officer, for and on behalf of the City of Richmond, to accept funds in the amount of $130,000.00 from the National Fitness Campaign, to amend the Fiscal Year 2023-2024 Special Fund Budget by creating a new special fund for the Office of the Deputy Chief Administrative Officer for Human Services called the National Fitness Campaign Special Fund, and to appropriate the increase to the Fiscal Year 2023-2024 Special Fund Budget by increasing estimated revenues and the amount appropriated to the Office of the Deputy Chief Administrative Officer for Human Services’ National Fitness Campaign Special Fund by $130,000.00, for the purpose of funding the installation of outdoor fitness courts at selected City-owned recreation facilities.

THE CITY OF RICHMOND HEREBY ORDAINS:
`§ 1. That the Chief Administrative Officer, for and on behalf of the City of Richmond, is authorized to accept funds in the amount of $130,000.00 from the National Fitness Campaign for the purpose of funding the installation of outdoor fitness courts at selected City-owned recreation facilities.
§ 2. That Article 1, Section 2 of Ordinance No. 2023-071, adopted May 8, 2023, which adopted a Special Fund Budget for the fiscal year commencing July 1, 2023, and ending June 30, 2024, and made appropriations pursuant thereto, be and is hereby amended by creating a new special fund for the Office of the Deputy Chief Administrative Officer for Human Services called the National Fitness Campaign Special Fund for the purpose of funding the installation of outdoor fitness courts at selected City-owned recreation facilities.
§ 3. That the funds received from the National Fitness Campaign are hereby appropriated to the Special Fund Budget for the fiscal year commencing July 1, 2023, and ending June 30, 2024, by increasing estimated revenues by $130,000.00, increasing the amount appropriated for expenditures by $130,000.00, and allotting to the Office of the Deputy Chief Administrative Officer for Human Services’ National Fitness Campaign Special Fund the sum of $130,000.00, for the purpose of funding the installation of outdoor fitness courts at selected City-owned recreation facilities.
§ 4. This ordinance shall be in force and effect upon adoption.

RE: To accept three grant awards from National Fitness Campaign, a wellness consulting firm to provide outdoor Fitness Courts at three park sites.

PURPOSE: To authorize the Chief Administrative Office (CAO) to accept three grant awards totaling $130,000 from the National Fitness Campaign (NFC), a wellness consulting firm to assist with the installation of three outdoor Fitness Courts.
BACKGROUND: NFC is a wellness consulting firm with a mission to build healthy communities. NFC develops partnerships with activities, schools and sponsors to fund, build, and activate outdoor Fitness Courts, making world class fitness free for community residents and visitors.
During the FY24 budget process, Broad Rock Sports Complex received $450,000 in funding for capital investment. PRCF staff identified Broad Rock Sports Complex as a potential pilot site for the outdoor Fitness Court due to current funding and equitable access to park amenities. Broad Rock Sports Complex was selected as a location for the Fitness Court by NFC based on access and a site feasibility study.

STRATEGIC INITATIVES AND OTHER GOVERNMENTAL: None
FISCAL IMPACT: NFC awarded a grant of $50,000 for the initial outdoor Fitness Court, and two additional $40,000 grants for two park sites. The remaining city cost for the initial court is estimated at $105,000 with the other two sites estimated at $115,000.
This ordinance amends the FY2024 CIP budget and appropriates an additional $130,000 for the installation of three outdoor fitness courts in the Capital Investment Opportunities category in “Parks Improvement Projects - Award # 501241.”
Upon completion of these improvements, the Department of Parks, Recreation and Community Facilities will maintain the Fitness Courts.
