THE CITY OF RICHMOND HEREBY ORDAINS:

§ 1.                     That the Chief Administrative Officer, for and on behalf of the City of Richmond, is authorized to accept funds in the amount of $249,917.00 from the Virginia Department of Criminal Justice Services for the purpose of providing violence prevention and intervention services to newcomer, immigrant, and refugee youth.

§ 2.                     That Article I, Section 1 of Ord. No. 2025-057, adopted May 12, 2025, which adopted a General Fund Budget for the fiscal year commencing July 1, 2025, and ending June 30, 2026, and made appropriations pursuant thereto, be and is hereby amended by appropriating $117,257.00 of the accepted funds to the Outside Agencies and Central Appropriations agency YWCA Richmond line item for the purpose of providing violence prevention and intervention services to newcomer, immigrant, and refugee youth.

§ 3.                     That Article I, Section 2 of Ordinance No. 2025-057, adopted May 12, 2025, which adopted a Special Fund Budget for the fiscal year commencing July 1, 2025, and ending June 30, 2026, and made appropriations pursuant thereto, be and is hereby amended by appropriating the remainder of the accepted funds pursuant to section 1 of this ordinance to the Office of the Deputy Chief Administrative Officer for Human Services’ OIRE Youth and Family Violence Prevention Special Fund for the purpose of providing violence prevention and intervention services to newcomer, immigrant, and refugee youth.

§ 4.                     This ordinance shall be in force and effect upon adoption.

BACKGROUND: In Fiscal Year 2023-2024, the City of Richmond applied for and was awarded a $249,000.00 grant from the Virginia Department of Criminal Justice Services for the purpose of supporting our newcomer youth. These funds were utilized to develop the Latine Youth and Family Violence Prevention Program with YWCA Richmond, which assists newcomer immigrant and refugee youth with any previous trauma that may have been experienced during migration and to alleviate any future barriers and traumas that could be experienced while integrating into the City of Richmond.

 

This initiative implements CDC- and NIH-identified strategies to prevent and mitigate youth violence, while leveraging both the City’s Office of Immigrant and Refugee Engagement’s strong relationships with newcomer communities and YWCA Richmond’s deep expertise in domestic, intimate partner, sexual and gender-based violence prevention.

The grant funds awarded on December 16, 2025, from the Virginia Department of Criminal Justice Services are a continuation of that previous grant and subsequent programming.

 

COMMUNITY ENGAGEMENT:  The project design was developed with significant community input given to the Office of Immigrant and Refugee Engagement and informed by the lived experience of those closest to these challenges and barriers.

FISCAL IMPACT: The City’s Special Fund Budget will increase by $132,660.00. The City’s General Fund Budget will increase by $117,257.00. There is no City match requirement.
