To authorize the Chief Administrative Officer to accept funds in the amount of $25,000.00 from AARP, to amend the Fiscal Year 2025-2026 Special Fund Budget by creating a new special fund for the Department of Public Works called the “AARP Community Challenge Special Fund,” and to appropriate the increase to the Fiscal Year 2025-2026 Special Fund Budget by increasing estimated revenues and the amount appropriated to the Department of Public Works’ “AARP Community Challenge Special Fund” by $25,000.00, for the purpose of funding the planning, design, construction, and implementation of a bus boarding platform.

THE CITY OF RICHMOND HEREBY ORDAINS:
§ 1. That the Chief Administrative Officer is authorized to accept funds in the amount of $25,000.00 from AARP for the purpose of funding the planning, design, construction, and implementation of a bus boarding platform.
§ 2. That Article I, Section 2 of Ordinance No. 2025-057, adopted May 12, 2025, which adopted a Special Fund Budget for the fiscal year commencing July 1, 2025, and ending June 30, 2026, and made appropriations pursuant thereto, be and is hereby amended by creating a new special fund for the Department of Public Works called the “AARP Community Challenge Special Fund” for the purpose of funding the planning, design, construction, and implementation of a bus boarding platform.
§ 3. That the funds received from AARP are hereby appropriated to the Special Fund Budget for the fiscal year commencing July 1, 2025, and ending June 30, 2026, by increasing estimated revenues by $25,000.00, increasing the amount appropriated for expenditures by $25,000.00, and allocating to the Department of Public Works’ “AARP Community Challenge Special Fund” the sum of $25,000.00 for the purpose of funding the planning, design, construction, and implementation of a bus boarding platform.
§ 4. This ordinance shall be in force and effect upon adoption.

PURPOSE: To authorize Chief Administrative Officer to accept funds from the American Association of Retired Persons “AARP” in the amount of $25,000, to amend the Fiscal Year 2025-2026 Special Fund Budget, to create a new special fund for the Department of Public Works called the “AARP Community Challenge Special Fund,” and to appropriate the increase to the Department of Public Works’ “AARP Community Challenge Special Fund” for the purposes of funding the planning, design, construction, and implementation of a bus boarding platform on 2nd Street.
BACKGROUND: AARP Community Challenge Demonstration Grants provide up to $25,000 for local efforts that benefit residents, especially those age 50 and older. The grant awarded to the City of Richmond will fund the installation of a bus boarding platform on 2nd Street and incorporate placemaking initiatives with community members. Projects were scored on its alignment with AARP’s mission to serve people aged 50-plus, innovation, and the ability to effect long-term change.
This project impacts the Greater Richmond Transit Company and the City of Richmond.
AARP has funded the project for $25,000.
COMMUNITY ENGAGEMENT: Staff from the Department of Public Works’ Office of Equitable Transit and Mobility and staff from GRTC attended a Historic Jackson Ward Association meeting to speak with leaders and attendees about the bus platform. Community engagement will continue throughout the grant term.
STRATEGIC INITATIVES AND OTHER GOVERNMENTAL: This project conforms to Goal 8-Equitable Transportation in the Richmond 300 master plan by expanding and improving transit, walking, and biking infrastructure. No other governmental agency approval is required for the Ordinance.
