To authorize the Chief Administrative Officer, for and on behalf of the City of Richmond, to accept funds in the amount of $150,000.00 from the Virginia Department of Criminal Justice Services, and to amend the Fiscal Year 2025-2026 Special Fund Budget by creating a new special fund for the Richmond Recovery Court entitled “Byrne State Criminal Justice Improvement Program (SCIP) Grant Special Fund,” and to appropriate the increase to the Fiscal Year 2025-2026 Special Fund Budget by increasing estimated revenues and the amount appropriated to the Richmond Recovery Court’s “Byrne State Criminal Justice Improvement Program (SCIP) Grant Special Fund” by $150,000.00 for the purpose of providing funding to combat the public health crisis caused by escalating substance use, opioid use disorders, and opioid-related overdose.

THE CITY OF RICHMOND HEREBY ORDAINS:
§ 1. That the Chief Administrative Officer, for and on behalf of the City of Richmond, is hereby authorized to accept funds in the amount of $150,000.00 from the Virginia Department of Criminal Justice Services for the purpose of providing funding to combat the public health crisis caused by escalating substance use, opioid use disorders, and opioid-related overdose.
§ 2. That Article I, Section 2 of Ordinance No. 2025-057, adopted May 12, 2025, which adopted a Special Fund Budget for the fiscal year commencing July 1, 2025, and ending June 30, 2026, and made appropriations pursuant thereto, be and is hereby amended by creating a new special fund for the Richmond Recovery Court entitled “Byrne State Criminal Justice Improvement Program (SCIP) Grant Special Fund” for the purpose of providing funding to combat the public health crisis caused by escalating substance use, opioid use disorders, and opioid-related overdose.
§ 3. That the funds received from the Virginia Department of Criminal Justice Services are hereby appropriated to the Special Fund Budget for the fiscal year commencing July 1, 2025, and ending June 30, 2026, by increasing estimated revenues by $150,000.00, increasing the amount appropriated for expenditures by $150,000.00, and allotting to the Richmond Recovery Court’s “Byrne State Criminal Justice Improvement Program (SCIP) Grant Special Fund” the sum of $150,000.00 for the purpose of providing funding to combat the public health crisis caused by escalating substance use, opioid use disorders, and opioid-related overdose.
§ 4. This ordinance shall be in force and effect upon adoption.

PURPOSE: To authorize the City’s Chief Administrative Office to accept funds in the amount of
$150,000 from the Department of Criminal Justice Grant for the purpose of enhancing the judici-ary’s statewide efforts to implement best practices, save lives, provide cost savings and improve public safety in the Commonwealth.
BACKGROUND: The Virginia Department of Criminal Justice Services (DCJS) has awarded the Richmond Recovery Court $150,000 through the Byrne State Criminal Justice Improvement Pro-gram (SCIP) to strengthen the Court’s capacity to implement evidence-based practices that im-prove public safety and recovery outcomes. The funding will support enhancements designed to address the public health crisis caused by escalating substance use disorders (SUD), opioid use disorders (OUD), and opioid-related overdoses, particularly among justice-involved individuals with co-occurring mental health conditions.
The award will allow the Richmond Recovery Court to expand clinical supervision, integrate peer recovery support, strengthen recovery-supportive housing partnerships, and enhance participant monitoring. These enhancements will improve treatment oversight, reduce recidivism, promote long-term recovery, and advance the judiciary’s efforts to implement best practices that save lives and provide cost-effective public safety solutions.
