THE CITY OF RICHMOND HEREBY ORDAINS:
§ 1. That the Chief Administrative Officer, for and on behalf of the City of Richmond, is authorized to accept funds in the amount of $173,565.00 from the Virginia Department of Transportation for the purpose of funding the East Richmond Road Over Stony Run bridge replacement project.
§ 2. That Ordinance No. 2025-058, adopted May 12, 2025, which accepted a program of proposed Capital Improvement Projects for Fiscal Year 2025-2026 and the four fiscal years thereafter; adopted a Capital Budget for Fiscal Year 2025-2026, and determined a means of financing the same, be and is hereby amended by increasing the estimated revenues and the amount appropriated for expenditures by $173,565.00, and allotting to the Department of Public Works’ Major Bridge Improvement Program project in the Transportation - Federal/State/Regional category by $173,565.00 for the purpose of funding the East Richmond Road Over Stony Run bridge replacement project.
§ 3. This ordinance shall be in force and effect upon adoption.

PURPOSE: To amend Ord. No. 2025-058 as adopted May 12, 2025, which adopted the Capital Improvement Plan for FY 2026, and to authorize the Chief Administrative Officer, for and on behalf of the City of Richmond, to accept Revenue Sharing funds in the amount of $173,565.00 from the Virginia Department of Transportation and appropriate the revenue to RAPIDS project 105917 by amending the FY 2026 Capital Improvement Program (CIP) Budget in Transportation category (Rapids Grant 500562, Project 105917) for the E. Richmond Road over Stony Run bridge replacement (UPC 113296).
BACKGROUND: The General Assembly has directed VDOT to establish several initiatives aimed at accelerating road construction and providing funding assistance for the improvements to their transportation system. One such initiative is the Revenue Sharing Program; under which the City of Richmond is eligible for matching funds on a 50% Local Funding, 50% State Funding basis.
This project is to replace the existing poor rated, non-redundant steel tension member bridge with a load path redundant bridge on E. Richmond Road over Stony Run. The new bridge will be widened to add space for future pedestrian infrastructure and tie back into the existing roadway. The project is currently under construction and is scheduled to be completed by December 2026.
The estimated total project cost is $ 3,313,243. Funding allocations are $1,100,000 of Revenue sharing funds, $ 1,100,000 in City matching funds and $ 1,113,243 in additional City GO Bond funds allocated through the Major Bridge program. Of the $1,100,000 in Revenue Sharing funds, $976,976 are reimbursable to the City. This request is to accept $ 173,565.00 in FY 2020 ($ 73,565.00) and FY 2026 ($ 100,000.00) VDOT Revenue Sharing funding and to allocate to the E. Richmond Road over Stony Run bridge replacement project.
COMMUNITY ENGAGEMENT: Additional public hearing/engagement will be through the City Planning Commission (CPC) meeting on this Ordinance request.
STRATEGIC INITATIVES AND OTHER GOVERNMENTAL: Transportation projects receiving funds from VDOT will improve the city’s streets, bridge to expand the connectivity and enhance the safety to the pedestrian and vehicular users.
City Planning Commission (CPC) will review and approve the Ordinance request.
FISCAL IMPACT: Revenue of $173,565.00 Revenue Sharing Program State Funds. The FY2025-FY2026 CIP budget will be amended to accept and appropriate $173,565.00 funds from VDOT to the Capital Budget in Transportation category for Transportation category (Rapids Grant 500562, Project 105917) for the E. Richmond Road over Stony Run bridge replacement (UPC 113296). $173,565.00 will be reimbursable to the City. City matching funds have already been budgeted.
