WHEREAS, in accordance with the Virginia Department of Transportation’s Urban Construction and Maintenance Program policies and guidelines, the City Council must adopt a resolution requesting that the Department amend the street maintenance mileage inventory for the City of Richmond in order to incorporate all changes made to the City’s mileage inventory identified on Form U-1, a copy of which is attached to this resolution;
NOW, THEREFORE,
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF RICHMOND:
That the Council requests that the Virginia Department of Transportation amend the mileage inventory for the City of Richmond in order to incorporate all changes made to the City’s mileage inventory identified on Form U-1, a copy of which is attached to this resolution.

PURPOSE: To request Virginia Department of Transportation (VDOT) to amend the street maintenance mileage inventory for the City of Richmond.
BACKGROUND: VDOT is responsible for the maintenance of streets and highways throughout the state of Virginia. In accordance with the code of Virginia Section 33.1-41.1, those localities that maintain their own streets are entitled to a street maintenance payment from the state based on the actual moving lane mileage (MLM) in the locality based on VDOT’s Urban Maintenance Inventory System (UMIS). The UMIS program was developed and implemented by the state in 1950’s and updated on as needed basis.
State’s street maintenance payment to the localities is based on moving lane miles (MLM) which is the number of lanes that public can travel on each direction (except turning and parking lanes). The center lane miles are actual center length of a road segment without consideration of number of lanes in that road segment.
Under the current UMIS program the City is being paid for 1838.21 moving lane miles. For the fiscal year 2026 State is paying the City, in four quarterly payments, in two categories - Arterial Streets @ $30,023.09/MLM and Collector/Local Streets @ $17,627.53/MLM.
Under the ‘State of Good Repair’ state initiative, VDOT performed a complete verification of all street inventories within the State of Virginia, including the City of Richmond. The UMIS has not been updated after the October 16, 2024, inventory additions. The City has several changes since 2024 with, added street segments, that need to be incorporated in the current inventory. The additions were in 2025, for example, Governors Retreat Subdivision accepted in May 15, 2025(0.61 MLM) Creighton Court Subdivision accepted August 27, 2025 (.62 MLM),) for a total of 1.23 MLM with these examples.
Under Virginia Code Section 33.1-41.1 the City needs to receive street maintenance payments for all additional street segments which are open to public travel. Therefore, there will be a net change of 1.23MLM addition to the City’s inventory in the Collector/Local Street category to receive additional payment of $21,681.86 based on current FY 26 rates.
VDOT requires a revised U-1 form (attached) approved by the City Council in order to make any changes to the UMIS. This form incorporates all changes to the City’s Street inventory and corrects the moving lane miles that the City of Richmond will be paid for. Table below shows the current and proposed moving lane miles, change in the MLM, and change in the revenue from VDOT for street payments effective July 1, 2026:

VDOT requires that all changes to be submitted by February 1, 2026, with a City Council resolution.

STRATEGIC INITATIVES AND OTHER GOVERNMENTAL: To keep the City’s pavement asset updated to meet state code and to receive street maintenance payment correctly.
FISCAL IMPACT: $21,681.86/year increase in street payments to be disbursed through quarterly payments from VDOT starting July 1, 2026, per FYI 2026 payment rate.
