WHEREAS, the City of Richmond desires to submit an application for an allocation of funds of up to $10,000,000 through the Virginia Department of Transportation Fiscal Year 2027-2028 Revenue Sharing Program; and

WHEREAS, $10,000,000 of these funds are requested to fund the construction and maintenance projects set forth on the document entitled “City of Richmond, FY 27-28 VDOT Revenue Sharing Program Application Project List,” a copy of which is attached to this resolution;

NOW, THEREFORE,

BE IT RESOLVED BY THE COUNCIL OF THE CITY OF RICHMOND:

That the Council of the City of Richmond hereby supports this application for an allocation of $10,000,000 through the Virginia Department of Transportation Revenue Sharing Program.

BE IT FURTHER RESOLVED:

                     That the City hereby agrees to commit to its share of the total cost for preliminary engineering, right-of-way and construction of the project or projects in accordance with the project financial documents.

RE:                     TO PARTICIPATE IN THE VIRGINIA DEPARTMENT OF TRANSPORTATION BIENNIAL FY27-FY28 REVENUE SHARING PROGRAM AND TO AUTHORIZE THE CHIEF ADMINISTRATIVE OFFICER OR DESIGNEE TO EXECUTE ALL NECESSARY CITY/STATE AGREEMENTS RELATING TO VDOT FY27-FY28 REVENUE SHARING PROGRAM PROJECTS.

PURPOSE:  To request the City Council’s approval for the City of Richmond participating and supporting the proposed projects related to the Virginia Department of Transportation (VDOT) FY27-FY28 VDOT Revenue Sharing Program (RSP), and to authorize Chief Administrative Officer or designee, for and on behalf of the City of Richmond, to execute all necessary City/State agreements relating to such.

 

BACKGROUND:  The General Assembly has directed VDOT to establish several initiatives aimed at accelerating road construction and providing funding assistance for the improvements to their transportation system. One such initiative is the Revenue Sharing Program, under which the City of Richmond is eligible for matching funds on a 50% Local Funding, 50% State Funding basis. The City has successfully applied for these funds every year since the program’s inception.

 

A City Council resolution in support of the proposed projects is required to participate in the program.  The program will provide for the construction of certain eligible transportation projects within the City. A formal City/State agreement is required by VDOT before the City can begin design and construction of the approved projects. 

 

This resolution intends to provide City Council authorization to participate in the program and provide funding, and authorize the CAO to execute all necessary City/State agreements required for participation if the projects are funded.

 

VDOT requires a biennial application submittal for fiscal years 2027 and 2028 for the Revenue Sharing Program.  If the application is approved, funds will be allocated in FY29 and FY30.

 

VDOT’s Revenue Sharing Program can provide up to $5,000,000 in matching funds for transportation projects per fiscal year.  The City has identified $5,000,000 for FY27 and $5,000,000 for FY28 (Total $10,000,000) with matching funds for transportation projects to participate in the FY27-FY28 Revenue Sharing Program.  Funding for the City’s match is available from previous year’s budget and/or, included in the adopted FY 25-29 CIP budget.

 

The candidate projects are:

 

1.                     Jefferson Ave. Improvements - Phase IV

The project will provide improvements to Jefferson Avenue from 21st Street to Clay St. to include traffic calming, pedestrian and bicycle infrastructure, green infrastructure and drainage improvements.

 

The total estimated project cost is 2,400,000. The amount of $1,200,000 in FY27 is being requested for the RSP. The RSP requires a 50% City match. The required matching funds are approved in the adopted FY 25-29 City CIP Budget. 

 

2.                     Brookland Park Boulevard Streetscape Improvements - Phase II

            The project will provide improvements along Brookland Park Boulevard from Montrose    Ave. to Hanes Ave. and North Ave. to Barton Ave., including street lighting, landscaping, traffic calming, pedestrian facilities, and drainage improvements.

 

The total estimated project cost is $3,000,000. The amount of $1,500,000 in FY27 is being requested for the RSP. The RSP requires a 50% City match. The required matching funds are approved in the adopted FY 25-29 City CIP Budget. 

 

3.                     Shockoe Valley Streets Improvements/I95 Broad St. area Improvements

The project will provide improvements in the vicinity of the Broad Street interchange with I-95. The project includes streetscape improvements along Oliver Hill Way from Broad Street to the Leigh Street viaduct, consisting of a new traffic signal, four (4) new roundabouts, a shared-use path, new sidewalks, new cycle track, drainage improvements, landscaping, and ornamental lights.

 

The total estimated project cost is $50,000,000. The amount of $1,300,000 in FY27 is being requested for the RSP. The RSP requires a 50% City match. The required matching funds are approved in the adopted FY 25-29 City CIP Budget.

 

Applied Revenue Sharing funds and other funding sources will supplement the G.O. Bond fund to cover project deficits.

 

4.                     Hey Road Improvements

            The project will provide funding for improvements to Hey Road from Walmsley Blvd. to Hull Street, including construction of wider travel lanes, curb and gutter, sidewalk, utility relocations, and a closed drainage system.

 

The total estimated project cost is $18,000,000. The amount of $1,000,000 in FY27 and $5,000,000 in FY28 is being requested for the RSP. The RSP requires a 50% City match.  The required matching funds are approved in the adopted FY 25-29 City CIP Budget.

 

The RSP pre-application cycle starts on April 1st and ends on May 30th.  The full application cycle is August 15th through September 15th.  The deadline to submit the City’s application to VDOT to participate in the FY27-FY28 Revenue Sharing Program (RSP) is September 15, 2025.

 

COMMUNITY ENGAGEMENT: Additional public hearing/engagement will be through the Land Use and Housing and Transportation Standing Committee (LUHTSC) meeting and City Council meeting on this resolution request.

 

STRATEGIC INITIATIVES AND OTHER GOVERNMENTAL: Transportation projects receiving funds from VDOT will improve the city’s streets, bridges to expand the connectivity and enhance the safety to the pedestrian and vehicular users.

 

FISCAL IMPACT:  $10,000,000 Revenue to the City if approved; $10,000,000 City Match: City’s cost of (50% matching funds) $5,000,000 in FY27 and $5,000,000 in FY28 using previously adopted budget and/or FY25-29 approved CIP budget.

 

DESIRED EFFECTIVE DATE: Upon adoption
