To declare a public necessity for and to authorize the Chief Administrative Officer to accept certain parcels of real property presently or formerly owned by Enrichmond Foundation and its affiliate Parity LLC, commonly known as East End Cemetery, Evergreen Cemetery, and Forest View Cemetery for the purpose of preserving and maintaining such parcels as historic African-American cemeteries and public greenspaces.

WHEREAS, in the opinion of the Council of the City of Richmond, a public necessity exists for the acquisition of certain parcels of real property presently or formerly owned by Enrichmond Foundation and its affiliate Parity LLC, commonly known as East End Cemetery, Evergreen Cemetery, and Forest View Cemetery for the purpose of preserving and maintaining such parcels as historic African-American cemeteries and public greenspaces.
NOW, THEREFORE,
THE CITY OF RICHMOND HEREBY ORDAINS:
§ 1. That a public necessity exists for the acquisition and acceptance of the dedication by gift of the parcels of real property known as (i) East End Cemetery, having a street address of 3600 East Richmond Road, Richmond, Virginia, and identified as Tax Parcel No. E000-3307/004 in the 2024 records of the City Assessor, (ii) Evergreen Cemetery, having a street address of 1751 Evergreen Road, Richmond, Virginia, and identified in the 2024 records of the City Assessor as Tax Parcel No. E000/3307-011 and 50 Evergreen Road, Henrico, Virginia, and identified in the 2024 records of the Henrico County Finance Department, Real Estate Assessment Division as Parcel ID No. 805-721-5113; and (iii) Forest View Cemetery, having a street address of 4909 Bassett Avenue, Richmond, Virginia, and identified in the 2024 records of the City Assessor as Tax Parcel No. S006-0444/016; such parcels consisting of approximately 76 acres, more or less in the aggregate.
§ 2. That the Chief Administrative Officer is authorized to accept the dedication by gift of the properties described in section 1 of this ordinance from the Enrichmond Foundation, Parity LLC, or such other party or parties having the authority to convey such property, and to execute the deeds and other documents necessary to complete the dedication and acceptance of such properties described in section 1 of this ordinance, provided that all such deeds and other documents first must be approved as to form by the City Attorney or the designee thereof.
§ 3. This ordinance shall be in force and effect upon adoption.
