THE CITY OF RICHMOND HEREBY ORDAINS:
§ 1. That the Chief Administrative Officer, for and on behalf of the City of Richmond, be and hereby is authorized to execute a Master Agreement for Use of Commonwealth Transportation Funds between the City of Richmond and the Virginia Department of Rail and Public Transportation for the purpose of utilizing grant proceeds from the Virginia Department of Rail and Public Transportation. Such agreement shall be approved as to form by the City Attorney and shall be substantially in the form of the document attached to this ordinance.
§ 2. This ordinance shall be in force and effect upon adoption.

PURPOSE: To authorize the Chief Administrative Officer to execute a Department of Rail and Public Transportation (DRPT) Master Agreement. The Master Agreement gives the City of Richmond access to the WebGrants system for the purposes of applying for and managing grants, processing reimbursement requests, and establishes terms and conditions between the City of Richmond and DRPT.
BACKGROUND: The Virginia Department of Rail and Public Transportation provides financial assistance to localities by formula to defray costs borne by the locality for transportation purposes. The City has been the recipient of a number of DRPT grants for Main Street Station and local transportation improvements.
STRATEGIC INITIATIVES AND OTHER GOVERNMENTAL:
FISCAL IMPACT: The City will not be able to receive Department of Rail and Public Transportation (DRPT) without a Master Agreement.
