THE CITY OF RICHMOND HEREBY ORDAINS:
§ 1. That the text of the Collective Bargaining Agreement between the City of Richmond, Virginia, and Teamsters Local 322 for the Labor & Trades Bargaining Unit be and is hereby approved in accordance with section 2-1301.13 of the Code of the City of Richmond (2020), as amended.
§ 2. This ordinance shall be in force and effect upon adoption.

PURPOSE: The purpose of this submission is to obtain City Council approval on the Collective Bargaining Agreement between City of Richmond and Teamsters Local 322 for the Labor & Trades Bargaining Unit, in accordance with City Code section 2-1301.13.
BACKGROUND: Effective May 1, 2021, the General Assembly allowed local governments to collectively bargain with the employees of a local government. On July 25, 2022, City Council approved Ordinance Number 2022-221, which provides for collective bargaining with City employees and established Collective Bargaining Procedures. Following this approval, the Labor and Trade employees voted to have Teamsters as their representative. Negotiations were held between the city and the Teamsters, and an agreement was reached.

FISCAL IMPACT: The 3-year impact of this agreement is estimated at approximately $11.38 million. Estimates are calculated as a standalone agreement.
