THE CITY OF RICHMOND HEREBY ORDAINS:

§ 1.                     That the Chief Administrative Officer, for and on behalf of the City of Richmond, is authorized to accept funds in the amount of $2,119.00 from the United States Department of Housing and Urban Development for the purpose of providing funding for rapid rehousing programming.

§ 2.                     That the budget adopted by Ordinance No. 2024-184, adopted July 22, 2024, for CDBG, HOME, ESG and HOPWA funds received from the United States Department of Housing and Urban Development for the fiscal year commencing July 1, 2024, and ending June 30, 2025, is hereby amended by recapturing Emergency Solutions Grant funds in the total amount of $50,666.00 for the purpose of providing funding for rapid rehousing programming.

§ 3.                     That the budget adopted by Ordinance No. 2025-063, adopted May 12, 2025, for CDBG, HOME, ESG and HOPWA funds received from the United States Department of Housing and Urban Development for the fiscal year commencing July 1, 2025, and ending June 30, 2026, is hereby amended by allocating ESG Undesignated Reserve funds in the total amount of $31,145.00 for the purpose of providing funding for rapid rehousing programming.

§ 4.                     That the budget adopted by Ordinance No. 2025-063, adopted May 12, 2025, for CDBG, HOME, ESG and HOPWA funds received from the United States Department of Housing and Urban Development for the fiscal year commencing July 1, 2025, and ending June 30, 2026, is hereby amended by creating a new project line item in the Emergency Solutions Grant funding called “St. Joseph’s Villa” for the purpose of providing funding for rapid rehousing programming.

§ 5.                     That the funds received from the United States Department of Housing and Urban Development in section 1 of this ordinance, the funds recaptured in section 2 of this ordinance, and the funds allocated in section 3 of this ordinance in the total amount of $83,930.00 are hereby appropriated to the new project line item in the Emergency Solutions Grant funding called “St. Joseph’s Villa” for the purpose of providing funding for rapid rehousing programming.

§ 6.                     This ordinance shall be in force and effect upon adoption.

RE:                     Reprogramming Federal Entitlement for Rapid Re-Housing - ESG Funds

PURPOSE: To authorize the Interim Chief Administrative Officer to appropriate $83,930 in Emergency Solutions Grant (ESG) funding to St. Joseph’s Villa for their Rapid Re-Housing project.

BACKGROUND:  Emergency Shelter Inc dba HomeAgain notified the Department of Housing and Community Development (HCD) staff that it needed to de-obligate $50,666 of its original $145,406 PY24/FY25 Emergency Solutions Grant (ESG) award as noted in Ordinance #2024-184 due to a change in organization operations. The funds of $50,666 were recaptured. To rearward the funds, HCD staff released a Call for Applications for Rapid Re-Housing Programs to award the recaptured $50,666 amount from PY24/FY25 along with $31,145 from the PY25/FY26 ESG Undesignated Reserve line, as adopted in Ordinance #2025-063, which made the total amount available $81,811. On May 14, 2025, HCD received notification of HUD award amount for ESG funds for FY26, which was $2,119 more than anticipated. HCD staff have decided to add these funds to the recommended award, bringing the total to $83,930.  As ESG funds have a two (2) year period of performance, this proposed ordinance allows HCD to maintain compliance with funding requirements. HCD staff will execute its substantial amendment process, as required by HUD, for the PY25/FY26 Annual Action Plan to reflect this use of funds.

COMMUNITY ENGAGEMENT: The recommended project was selected through a Call for Applications from five (5) agencies experienced in operating Rapid Re-Housing programs as defined under the U.S. Department of Housing and Urban Development’s ESG allowable activities. HCD staff received three (3) applications and is recommending that the funding go to St. Joseph’s Villa based on the rating scores of the applications. HCD will notify the community about the additional funded project for its draft PY25/FY26 Annual Action Plan via a Public Notice in local newspapers and updates to its draft plan posted on its website.

STRATEGIC INITATIVES AND OTHER GOVERNMENTAL: The appropriation of the City’s HUD Entitlement funding enables the City to implement needed programs and services that help achieve HCD’s departmental goals, and specifically the City’s goals as it relates to the 2020-2030 Strategic Plan to End Homelessness. ESG funds assist families and individuals to ensure that homelessness is brief, rare, and non-recurring event.
