THE CITY OF RICHMOND HEREBY ORDAINS:
§ 1. That the Chief Administrative Officer, for and on behalf of the City of Richmond, is hereby authorized to accept funds in the amount of $69,015.00 from the Virginia Department of Fire Programs for the purpose of providing funding for firefighter turnout gear and personal protective equipment.
§ 2. That Article I, Section 2 of Ordinance No. 2025-057, adopted May 12, 2025, which adopted a Special Fund Budget for the fiscal year commencing July 1, 2025, and ending June 30, 2026, and which made appropriations pursuant thereto, be and is hereby amended by creating a new special fund for the Department of Fire and Emergency Services called the “Virginia Fire Services PPE Grant Special Fund,” increasing estimated revenues by $69,015.00, increasing the amount appropriated for expenditures by $69,015.00, and allotting to the Department of Fire and Emergency Services’ “Virginia Fire Services PPE Grant Special Fund” the sum of $69,015.00 for the purpose of providing funding for firefighter turnout gear and personal protective equipment.
§ 3. This ordinance shall be in force and effect upon adoption.

PURPOSE: To authorize the Chief Administrative Officer, for and on behalf of the City of Richmond, to accept funds in the amount of $69,015.00 from the Federal Emergency Management Agency, to amend Ord. No. 2025-057 by creating a new special fund for the Department of Fire and Emergency Services called the Virginia Fire Services PPE Grant Special Fund, and to appropriate the increase to the Fiscal Year 2025-2026 Special Fund Budget by increasing estimated revenues and the amount appropriated to the Department of Fire and Emergency Services’ Virginia Fire Services PPE Grant Special Fund by $69,015.00 for the purpose of providing funding for firefighter turnout gear and personal protective equipment.
BACKGROUND: The Virginia Department of Fire Programs (VDFP) recently initiated or re-initiated a new grant program, their Personal Protective Equipment (PPE) Grant Program. The program provides funding to fire services in Virginia localities that the VDFP deems to be “fiscally distressed” to help fund their PPE (Personal Protective Equipment) needs. Grant funding through a competitive process. There is no matching funds requirement.
The Richmond Department of Fire and Emergency Services (Fire) applied for PPE Grant Program funding and received $69,015.00. This funding is thus available for firefighter turnout gear purchases made between December 15, 2025, and December 16, 2026. Fire received the CAO’s signed authorization to apply for the grant as well as his signature on the grant application forms that we submitted.
COMMUNITY ENGAGEMENT: The Fire Department has not performed additional community engagement for this grant as it funds activities about which the Fire Department already regularly informs the community.
STRATEGIC INITATIVES AND OTHER GOVERNMENTAL:
FISCAL IMPACT: The total amount of the award is $69,015.00 increase in revenue with no matching funds requirement. If adopted, the City obtains $69,015.00 otherwise unavailable to pay for firefighter turnout gear.
