THE CITY OF RICHMOND HEREBY ORDAINS:

`§ 1.                     That the Chief Administrative Officer, for and on behalf of the City of Richmond, is authorized to accept funds in the amount of $70,302.00 from the Virginia Department of Fire Programs for the purpose of providing funding for training, training centers, equipment, and protective clothing for firefighters.

§ 2.                     That the funds received from the Virginia Department of Fire Programs are hereby appropriated to the Special Fund Budget for the fiscal year commencing July 1, 2023, and ending June 30, 2024, by increasing estimated revenues by $70,302.00, increasing the amount appropriated for expenditures by $70,302.00, and allotting to the Department of Fire and Emergency Services’ State Fire Programs Special Fund the sum of $70,302.00, for the purpose of providing funding for training, training centers, equipment, and protective clothing for firefighters.

                     § 3.                     This ordinance shall be in force and effect upon adoption.

PURPOSE:  To authorize the Chief Administrative Officer to accept grant award funds in the amount of $70,302.00 from the Virginia Department of Fire Programs, and to appropriate the increase of the same to the Fiscal Year 2023-2024 Annual Budget by increasing the adopted budget’s estimated special fund revenues and the amount appropriated to the Department of Fire and Emergency Services’ State Fire Programs Special Fund expenditures by $70,302.00, for the purpose of funding the construction, improvement, or expansion of fire prevention and suppression services and training facilities.

 

BACKGROUND:  The Virginia Department of Fire Programs (VDFP) provides allocated funding to localities through the Virginia Assistance to Localities (ATL) grant through a formulary process and without an application, Award amounts are determined by objective criteria including the population of the locality served.

 

Based on prior years’ allocations, Richmond Department of Fire and Emergency Services anticipated ATL funding to be $950,000.00 for FY2024. Upon Council approval of Ord. No. 2023-071, this amount was adopted and appropriated to the Annual Budget.

 

This request is to increase that amount by the additional ATL total award of $70,302.00, thereby increasing the total budget amount to $1,020,302.00 as VDFP has subsequently awarded to Richmond Department of Fire and Emergency Services.

 

The performance period for this Virginia Department of Fire Programs ATL award is July 1, 2023 to July 1, 2028.

 

COMMUNITY ENGAGEMENT: The Fire Department has not performed additional community engagement for this grant as its funded activities. The Fire Department already regularly informs the community regarding the activities of this funding.

 

STRATEGIC INITIATIVES AND OTHER GOVERNMENTAL: 

 

FISCAL IMPACT: The total amount of the award is $1,020,302.00, a $70,302.00 increase in revenue beyond earlier budgeting of $950,00.00.  There is no matching fund requirement. If adopted, the City of Richmond Department of Fire and Emergency Services receives an additional $70,302.00 which would otherwise be unavailable to pay for firefighter training, construction of training centers, firefighting equipment and protective clothing.
