To request that the Chief Administrative Officer cause the Director of Planning and Development Review to develop a process for preparing school impact statements for new developments in the city of Richmond. (As Amended)

WHEREAS, the Council believes that there has been a rise in development in the city of Richmond that has resulted in an increase in the population of the city of Richmond from 204,214 in 2010 to 222,853 in 2017; and
WHEREAS, this population growth has, in turn, generated a surge in enrollment at schools administered by the School Board of the City of Richmond; and
WHEREAS, the Council also believes that it is in the best interests of the citizens of the City of Richmond and especially students of schools administered by the School Board of the City of Richmond that the Council request that the Chief Administrative Officer cause the Director of Planning and Development Review to develop (i) a process for [preparing school] assessing with the staff of the School Board of the City of Richmond the impact [statements for new developments in the city of Richmond] of development projects of a scale defined by the Director of Planning and Development Review and (ii) a process to systematically assess the effects of [such] new developments in the city of Richmond on schools administered by the School Board of the City of Richmond;
NOW, THEREFORE,
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF RICHMOND:
That the Council hereby requests that the Chief Administrative Officer cause the Director of Planning and Development Review and any other relevant City agencies that the Chief Administrative Officer may request to assist, with the advice and comment of the staff of the School Board of the City of Richmond, to jointly develop a process to identify development impact on schools administered by the School Board of the City of Richmond. The Council hereby further requests that staff of the School Board of the City of Richmond gather information for preparing school impact statements for new developments in the city of Richmond that systematically [addresses] address how such new developments may affect all of the following:
1. Enrollment for individual schools administered by the School Board of the City of Richmond and all such schools collectively.
2. Public transportation needs, including bus stops and infrastructure for pedestrians.
3. Traffic in the areas surrounding schools administered by the School Board of the City of Richmond, including vehicular access to such schools for dropping off or picking up students.
4. The safety of schools administered by the School Board of the City of Richmond.
5. Any other school-related factors as the Director of Planning and Development Review may deem appropriate.
BE IT FURTHER RESOLVED:
That the Council hereby requests that the process for which this resolution calls include a requirement that the Chief Administrative Officer, with the advice and comment of the staff of the School Board of the City of Richmond, jointly develop a plan to mitigate the effects of any proposed development on schools administered by the School Board of the City of Richmond if the Chief Administrative Officer or the designee thereof determines, after consultation with the staff of the School Board of the City of Richmond, that such development will have an impact on such schools in one or more of the above-described categories.
BE IT FURTHER RESOLVED:
That the Council hereby requests that the Chief Administrative Officer cause the Director of Planning and Development Review to complete the process for which this resolution calls, and provide to the Council a report on the Director’s findings and recommendations, within [60] 90 days after the adoption of this resolution.
