THE CITY OF RICHMOND HEREBY ORDAINS:
§ 1. That the Chief Administrative Officer, for and on behalf of the City of Richmond, is authorized to accept funds in the amount of $960,896.00 from the Virginia Department of Transportation for the purpose of funding the East Richmond Road Over Gillies Creek bridge replacement project.
§ 2. That Ordinance No. 2025-058, adopted May 12, 2025, which accepted a program of proposed Capital Improvements for Fiscal year 2025-2026 and the four fiscal years thereafter, adopted a Capital Budget for Fiscal year 2025-2026, and determined a means of financing same, be and is hereby amended by increasing the estimated revenues and the amount appropriated for expenditures by $960,896.00, and allotting to the Department of Public Works’ Major Bridge Improvement Program project in the Transportation - Federal/State/Regional category by $960,896.00 for the purpose of funding the East Richmond Road Over Gillies Creek bridge replacement project. .
§ 3. This ordinance shall be in force and effect upon adoption

PURPOSE: To amend Ord. No. 2025-058 as adopted May 12, 2025, which adopted the Capital Improvement Plan for FY 2026, and to authorize the Chief Administrative Officer, for and on behalf of the City of Richmond, to accept Revenue Sharing funds in the total amount of $ 150,000.00 from the Virginia Department of Transportation and appropriate the revenues by amending the FY2025-2026 Capital Improvement Program (CIP) Budget in Transportation category (Rapids Grant 500562, Project 105918) for the E. Richmond Road over Gillies Creek bridge replacement (UPC 113294).
To authorize the Chief Administrative Officer, for and on behalf of the City of Richmond, to accept State of Good Repair (SGR) funds in the total amount of $810,896.00 from the Virginia Department of Transportation and appropriate the revenues to RAPIDS project 105918 by amending the FY2025-2026 Capital Improvement Program (CIP) Budget in Transportation category (Rapids Grant NEW, Project 105918) for the E. Richmond Road over Gillies Creek bridge replacement (UPC 113294).
BACKGROUND: The General Assembly has directed VDOT to establish several initiatives aimed at accelerating road construction and providing funding assistance for the improvements to their transportation system. One such initiative is the Revenue Sharing Program; under which the City of Richmond is eligible for matching funds on a 50% Local Funding, 50% State Funding basis.
Additionally, the City also applies for funding to address the City’s eligible structurally deficient bridge inventory. As part of that application process, the City applied for SGR funds for design and construction of the E. Richmond Rd over Gillies Creek bridge replacement
In 2015, House Bill 1887 was passed and incorporated into the Code of Virginia (§33.2-369). This funding is known as State of Good Repair (SGR) and provides funding for deteriorated pavements and structurally deficient bridges maintained/owned by the Virginia Department of Transportation (VDOT) and/or localities, as approved by the Commonwealth Transportation Board (CTB).
This project is to replace the existing poor rated, non-redundant steel tension member bridge with a load path redundant bridge on E. Richmond Road over Gillies Creek. The new bridge will be widened to add space for future pedestrian infrastructure and tie back into the existing roadway. The project is currently under construction and is scheduled to be completed by December 2026.
The estimated total project cost is $4,094,183. Funding allocations are $810,966 from State of Good Repair, $1,050,000 of Revenue sharing funds, $ 1,050,000 in City matching funds and $1,183,287 in additional City GO Bond funds allocated through the Major Bridge program. Of the $1,050,000 in Revenue Sharing funds, $926,976 are reimbursable to the City. This request is to accept $ 150,000.00 in FY 2026 VDOT Revenue Sharing funding; to accept $ 810,896.00 in FY 2023 VDOT State of Good Repair funding and to allocate to the E. Richmond Road over Gillies Creek bridge replacement project.
COMMUNITY ENGAGEMENT: Additional public hearing/engagements that will be through the City Planning Commission (CPC) meeting on this Ordinance request.
STRATEGIC INITATIVES AND OTHER GOVERNMENTAL: Transportation projects receiving funds from VDOT will improve the city’s streets, bridge to expand the connectivity and enhance the safety to the pedestrian and vehicular users.
City Planning Commission (CPC) will review and approve the Ordinance request.
FISCAL IMPACT: Revenue of $150,000 State Revenue Sharing Program funds. The FY2025-FY2026 adopted CIP budget will be amended to accept and appropriate $150,000.00 Revenue Sharing funds from VDOT to the Capital Budget in Transportation category for Transportation category (Rapids Grant 500562, Project 105918) for the E. Richmond Road over Gillies Creek bridge replacement (UPC 113294). $150,000.00 will be reimbursable to the City. City matching funds were previously allocated to the project.
Also, Revenue of $810,896 Federal State of Good Repair funds. The FY2025-FY2026 adopted CIP budget will be amended to accept and appropriate $810,896.00 Federal State of Good Repair funds from VDOT to the Capital Budget in Transportation category for Transportation category (Rapids Grant [NEW], Project 105918) for the E. Richmond Road over Gillies Creek bridge replacement (UPC 113294). $810,896.00 will be 100% reimbursable to the City. City matching funds are not required.
DESIRED EFFECTIVE DATE: Upon Adoption.
