No. 2025-058, adopted May 12, 2025, which accepted a program of proposed Capital Improvement Projects for Fiscal Year 2025-2026 and the four fiscal years thereafter, adopted a Capital Budget for Fiscal Year 2025-2026, and determined a means of financing the same, to appropriate the increase to the Fiscal Year 2025-2026 Capital Budget by increasing estimated revenues and the amount appropriated to the Department of Public Works’ Complete Streets project in the Transportation Federal/State/Regional category by $295,267.00 for the purpose of providing funding for the Chamberlayne Avenue resurfacing project from Walton Avenue to Hammond Avenue.

THE CITY OF RICHMOND HEREBY ORDAINS:
§ 1. That the Chief Administrative Officer, for and on behalf of the City of Richmond, is hereby authorized to accept funds in the amount of $295,267.00 from the Virginia Department of Transportation for the purpose of providing funding for the Chamberlayne Avenue resurfacing project from Walton Avenue to Hammond Avenue.
§ 2. That Ordinance No. 2025-058, adopted May 12, 2025, which accepted a program of proposed Capital Improvement Projects for Fiscal Year 2025-2026 and the four fiscal years thereafter, adopted a Capital Budget for Fiscal Year 2025-2026, and determined a means of financing the same, be and is hereby amended by increasing the estimated revenues and the amount appropriated for expenditures by $295,267.00, and allotting to the Department of Public Works’ Complete Streets project in the Transportation - Federal/State/Regional category by $295,267.00 for the purpose of providing funding for the Chamberlayne Avenue resurfacing project from Walton Avenue to Hammond Avenue.
§ 3. This ordinance shall be in force and effect upon adoption.

PURPOSE: To amend Ord. No. 2025-057 adopted May 12, 2025, which adopted the Capital Improvement Plan for fiscal year 2026 and to authorize the Chief Administrative Officer, for and on behalf of the City of Richmond, to accept state funds in the total amount of $295,267.00 from the Virginia Department of Transportation and to appropriate the revenues to the resurfacing of Chamberlayne Ave (S) UPC 127700 “Complete Streets Project- Award # 501100”.
BACKGROUND: House Bill 1887 requires funding to be provided for Primary Extension Paving Program for U.S. Routes and Virginia State Routes. The program must include the condition of the existing transportation assets; the methodology used to determine maintenance and performance targets and outcomes; listings of prioritized pavement projects based on priority ranking system.
The bill requires the Commonwealth Transportation Board (CTB) to develop a priority ranking system for deteriorated pavement on Primary Arterial Roads. The Primary Extension Paving Program is a State Funded Statewide Program, and the City of Richmond submitted the application for Chamberlayne Ave (S) (UPC 127700) from Walton Ave to Hammond Ave (estimated cost $295,267.00).
The scope of this project consists of milling, resurfacing and ADA upgrades for and estimated cost of $295,267.00
These projects were submitted in December 2024 and received approval for funding from Commonwealth Transportation Board (CTB) in June 2025 in total amount of $325,267.00. Breakdown of the equates to VDOT administrative cost $30,000.00, reimbursable federal funds to City for construction $295,267.00

FISCAL IMPACT / COST: None. State funding for the Primary Extension Paving Program is provided by Virginia Department of Transportation (VDOT) and is 100% reimbursable.
FISCAL IMPLICATIONS: Not adopting this ordinance will prohibit the City from receiving $295,267.00 in Primary Extension Paving Program Funds.
BUDGET AMENDMENT NECESSARY: Yes. This ordinance is to provide amendment to the FY 2026 CIP budget to appropriate 295,267.00 state funds for the resurfacing of Chamberlayne Ave (S) from Walton Ave to Hammond Ave in the Transportation Category in “Complete Streets Project - Award # 501100”.
REVENUE TO CITY: $295,267.00 in Primary Extension Paving Program Federal Funds (100% Reimbursable).
