THE CITY OF RICHMOND HEREBY ORDAINS:
§ 1. That, as shown on the survey entitled “Boundary Line Adjustment, Tax Parcel: E000-0285/022 & Tax Parcel: E000-0285/035, City of Richmond, Virginia,” prepared by Shadrach & Associates LLC, dated August 5, 2024, and last revised February 6, 2025, a copy of which is attached to, incorporated into, and made a part of this ordinance, the property known as 1951 Venable Street and identified as Tax Parcel No. E000-0285/022 in the 2026 records of the City Assessor, is excluded from the R-53 Multifamily Residential District and the R-63 Multifamily Urban Residential District and shall no longer be subject to the provisions of sections 30-418.1 through 30-418.9 and 30-419.1 through 30-419.11 of the Code of the City of Richmond (2026), as amended, and that the same is included in the TOD-1 Transit-Oriented Nodal District and shall be subject to the provisions of sections 30-457.1 through 30-457.11 and all other applicable provisions of Chapter 30 of the Code of the City of Richmond (2026), as amended.
§ 2. That, as shown on the survey entitled “Boundary Line Adjustment, Tax Parcel: E000-0285/022 & Tax Parcel: E000-0285/035, City of Richmond, Virginia,” prepared by Shadrach & Associates LLC, dated August 5, 2024, and last revised February 6, 2025, a copy of which is attached to, incorporated into, and made a part of this ordinance, the property known as 1951 Venable Street and identified as Tax Parcel No. E000-0285/022 in the 2026 records of the City Assessor, is excluded from the proffered conditions contained in the agreement entitled “Proffered Conditions for the rezoning of 1904 and 1905 Cedar Street,” and dated October 28, 2011, a copy of which is attached to, incorporated into, and made a part of Ordinance No. 2012-7-16, adopted February 13, 2012.
§ 3. That the rezoning set forth in section 1 of this ordinance shall be conditioned upon the compliance by the owner or owners with all of the proffered conditions contained in the document entitled “Proffered Conditions, RZON-173580-2025” and dated June 9, 2026, a copy of which is attached to, incorporated into, and made a part of this ordinance. These conditions, having been proffered by the owner or owners and accepted by the City, shall continue in full force and effect until a subsequent amendment to the City’s zoning ordinance changes the zoning of the parcels rezoned by this ordinance and specifically repeals such conditions.
§ 4. This ordinance shall be in force and effect upon adoption.

PURPOSE: The applicant has requested to rezone the property known as 1951 Venable Street, which is currently zoned both R-53 Multifamily Residential and R-63 Multifamily Urban Residential, to the TOD-1 Transit-Oriented Nodal District.
BACKGROUND: The subject property is within the Jefferson Townhomes community in the Union Hill neighborhood, along Venable Street. The 51,535 square foot (1.1 acre) elongated parcel stretches from North 18th Street up to Mosby Street. The City’s Richmond 300 Master Plan designates the future land use for the subject property as Neighborhood Mixed-Use, which is defined as existing or new highly walkable urban neighborhoods that are predominantly residential with a small, but critical, percentage of parcels providing retail, office, personal service, and institutional uses.
While the property itself is designated Neighborhood-Mixed-Use, the western boundary of the property along 18th Street denotes a transition from Neighborhood Mixed-Use to Destination Mixed-Use, which designation is found along major commercial corridors and envisioned to provide for medium to medium-high density, pedestrian and transit-oriented development. The property is also nestled between two Nodes, Shockoe to the west and 25th and Jefferson to the east. The applicant has offered proffers in regard to height that would allow the property to be developed under TOD-1, while providing a smooth transition between the two future land use categories.
COMMUNITY ENGAGEMENT: The applicant is responsible for the initial community outreach; additional community notification will take place after introduction.
