THE CITY OF RICHMOND HEREBY ORDAINS:
§ 1. That the Chief Administrative Officer, for and on behalf of the City of Richmond, is hereby authorized to accept funds in the amount of $137,038.00 from the Virginia Department of Criminal Justice Services for the purpose of funding a juvenile detention center program.
§ 2. That Article I, Section 2 of Ordinance No. 2026-063, adopted May 11, 2026, which adopted a Special Fund Budget for the fiscal year commencing July 1, 2026, and ending June 30, 2027, and made appropriations pursuant thereto, be and is hereby amended by creating a new special fund for the Department of Justice Services entitled “Byrne/JAG Program - Juvenile Detention Centers Special Fund” for the purpose of funding a juvenile detention center program.
§ 3. That the funds received from the Virginia Department of Criminal Justice Services are hereby appropriated to the Special Fund Budget for the fiscal year commencing July 1, 2026, and ending June 30, 2027, by increasing estimated revenues by $137,038.00, increasing the amount appropriated for expenditures by $137,038.00, and allotting to the Department of Justice Services’ “Byrne/JAG Program - Juvenile Detention Centers Special Fund” the sum of $137,038.00 for the purpose of funding a juvenile detention center program
§ 4. This ordinance shall be in force and effect upon adoption.

BACKGROUND: The Virginia Department of Criminal Justice Services awarded the City of Richmond FY26 Byrne/JAG Program - Juvenile Detention Centers grant funds for the Richmond Juvenile Detention Center (RJDC). The grant award period is April 1, 2026, through September 30, 2026. Funding will support trauma-informed care enhancements, youth rehabilitative supports, staff training, approved equipment and supplies, consultant services, and related operational improvements within the existing juvenile detention facility. No new positions are created and no construction or expansion of detention capacity is proposed. O&R Request Page 2 of 3

COMMUNITY ENGAGEMENT: This grant supports an existing City-operated juvenile justice facility and does not require a separate public engagement process prior to acceptance. Program implementation will benefit detained youth, their families, and the broader Richmond community through improved rehabilitation, staff readiness, and safer reentry outcomes.
STRATEGIC INITATIVES AND OTHER GOVERNMENTAL: This legislation supports the Mayoral Action Plan pillars of Thriving Families and Thriving Neighborhoods. It advances support for youth and families in crisis, promotes rehabilitation and successful reentry, and contributes to safer neighborhoods through reduced recidivism and improved youth outcomes. It also aligns with state and federal public safety priorities through the Byrne/JAG program.
FISCAL IMPACT: This ordinance authorizes acceptance of $137,038.00 in external federal grant funds. Total project budget is $187,038.00, including a required $50,000.00 local in-kind match to be satisfied through existing City staff time, administrative support, facility resources, and other allowable non-cash contributions. No new General Fund cash appropriation is anticipated beyond existing resources.
