THE CITY OF RICHMOND HEREBY ORDAINS:
§ 1. That the Chief Administrative Officer, for and on behalf of the City of Richmond, is hereby authorized to execute a License Agreement between the City of Richmond and The Friends of East End Cemetery, Inc. for the purpose of providing maintenance services to include but not limited to vegetation management, grave care, and documentation at East End Cemetery and Evergreen Cemetery located at 1750 Stony Run Parkway, 1751 Evergreen Road, and 3600 East Richmond Road in the City of Richmond, and 50 Evergreen Road in the County of Henrico. The License Agreement shall be approved as to form by the City Attorney and shall be substantially in the form of the document attached to this ordinance.
§ 2. This ordinance shall be in force and effect upon adoption.

PURPOSE: To authorize the Chief Administrative Officer, for and on behalf of the City of Richmond, to execute a License Agreement between the City of Richmond and The Friends of East End for the purpose of performing vegetation management, grave care, and documentation at East End and Evergreen Cemeteries, located at 1750 Stony Run Parkway, 1751 Evergreen Road, and 3600 East Richmond Road in the City of Richmond, and 50 Evergreen Road in the County of Henrico, Virginia.
BACKGROUND: Under the License Agreement, The Friends of East End Cemetery will continue their work at East End and Evergreen Cemeteries by performing volunteer, non-profit services focused on the restoration, preservation, and documentation of the sites. Their primary activities include routine grounds maintenance such as clearing overgrowth (particularly invasive species), mowing, removing fallen branches, and collecting trash for City removal. They will also conduct grave-related work, including locating, cleaning, documenting, and, with City approval, resetting and repairing gravestones.
In addition to ongoing maintenance, the organization may undertake approved special projects, such as removing dead trees, conducting non-invasive research and mapping in partnership with universities, and hosting permitted events. They will also lead the development of a Cultural Landscape Report, a more comprehensive study intended to guide long-term preservation and management of the cemeteries.
All work will be performed on a volunteer basis as an in-kind contribution to the City, with activities coordinated and, where required, approved by the Department of Parks, Recreation and Community Facilities.
COMMUNITY ENGAGEMENT: After introduction, the proposed ordinance will be referred to Finance and Economic Development Standing Committee meeting for discussion, where the public is encouraged to attend to provide comments. After the committee’s recommendation to the City Council, Council will hold a public hearing regarding the proposed ordinance.
