THE CITY OF RICHMOND HEREBY ORDAINS:
§ 1. That the Chief Administrative Officer, for and on behalf of the City of Richmond, be and is hereby authorized to execute a Standard Project Administration Agreement between the City of Richmond and the Virginia Department of Transportation to provide funding for the Gillies Creek Greenway Phase IV project. The Standard Project Administration Agreement shall be approved as to form by the City Attorney and shall be substantially in the form of the document attached to this ordinance.
§ 2. This ordinance shall be in force and effect upon adoption.

PURPOSE: To authorize the Chief Administrative Officer or designee, for and on behalf of the City of Richmond, to execute a Standard Project Administration Agreement between the City of Richmond and Virginia Department of Transportation (VDOT) for the Gillies Creek Greenway Phase IV project.
BACKGROUND: The Bipartisan Infrastructure Law continues the Congestion Mitigation and Air Quality Improvement (CMAQ) Program under the same rules as the Fixing America’s Surface Transportation (FAST) Act. The new Carbon Reduction Program (CRP) also provides new opportunities for similar projects.
The City recently applied for a grant for Gillies Creek Greenway Phase IV project which will construct approximately 0.45 miles of 10-foot-wide asphalt shared use path through Jennie Scher Road from East Richmond Road to the RR crossing connecting to the existing shared use path on Stony Run Pkwy. The project improves pedestrian and bicycle safety and connectivity, providing ADA accessible ramps, safe rail crossing, and signage, and other associated infrastructure, such as minor stormwater and landscaping improvements along the alignment.

The total estimated project cost is $1,489,975. The amount of $1,489,975 is federally funded from the Congestion Mitigation and Air Quality Improvement funding program (CMAQ) and is 100% reimbursable by VDOT.
Gillies Creek Greenway Phase II and Phase III from Williamsburg Ave to Government Road (Phase II) and to Jennie Scherr Road (Phase III) is complete. Gillies Creek Greenway Phase I from Virginia Capital Trail to Williamsburg rd. is under development and is fully funded through Smart Scale program.
COMMUNITY ENGAGEMENT: Public engagement will be through the City Council Land Use, Housing and Transportation Standing Committee meeting on this Ordinance request.
The City will conduct public engagement meetings with nearby neighborhoods and civic associa- tions coordinating with the Department of Parks, Recreation & Community Facilities, and provide opportunities for input during design development.
STRATEGIC INITATIVES AND OTHER GOVERNMENTAL: This project aligns with Goal 8 and 17 - Equitable Transportation and future shared use paths in the Richmond 300 Master Plan by expanding and improving active transportation, shared use path, and multimodal infrastructure.
FISCAL IMPACT: Revenue of $1,489,975. All expenses (100%) to be reimbursed to the City by VDOT.
DESIRED EFFECTIVE DATE: Upon Adoption.
