WHEREAS, on May 13, 2026, one or more members of the Council was served with a show cause order pursuant to section 15.2-1643 of the Code of Virginia (1950), as amended, concerning repairs to the facilities of the Circuit Court of the City of Richmond located at 400 North Ninth Street in the city of Richmond (hereinafter, “the Court Facilities”); and
WHEREAS, the Council desires to comply with the requirements of the aforementioned statute and respond in good faith by establishing a five-member panel and requesting that the Chief Administrative Officer consult with the President and Vice President of the Council to develop and recommend a list of at least seven qualified candidates to the Council for appointment to such panel;
NOW, THEREFORE,
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF RICHMOND:
That the Council hereby establishes a five-member panel pursuant to section 15.2-1643 of the Code of Virginia (1950), as amended, to review the Court Facilities and make recommendations in accordance with such statute.
BE IT FURTHER RESOLVED:
That the panel for which this resolution calls and as prescribed by section 15.2-1643 of the Code of Virginia (1950), as amended, shall consist of five members, three of whom shall be qualified by training and experience as either an architect or a professional engineer, not representing the same firms.
BE IT FURTHER RESOLVED:
That the Council hereby requests that the Chief Administrative Officer, in accordance with the requirements of section 15.2-1643 of the Code of Virginia (1950), as amended, regarding the composition of the panel for which this resolution calls, consult with the President and Vice President of the Council to develop and recommend a list of at least seven qualified candidates to the Council for appointment to such panel by no later than June 15, 2026.
BE IT FURTHER RESOLVED:
That all reasonable costs, fees and expenses of the panel for which this resolution calls and as prescribed by section 15.2-1643 of the Code of Virginia (1950), as amended, shall be paid by the City, subject to the approval of the Council, in consultation with the Chief Administrative Officer.
