THE CITY OF RICHMOND HEREBY ORDAINS:
§ 1. That the Chief Administrative Officer, for and on behalf of the City of Richmond, is hereby authorized to accept funds in the amount of $500,000.00 from the United States Department of the Interior, National Park Service for the purpose of providing funding for the Pump House Roof Replacement project.
§ 2. That Article 1, Section 2 of Ordinance 2025-057, adopted May 12, 2025, which adopted a Special Fund Budget for the fiscal year commencing July 1, 2025, and ending June 30, 2026, and made appropriations pursuant thereto, be and is hereby amended by creating a new special fund entitled “Pump House Roof Replacement Special Fund” for the purpose of providing funding for the Pump House Roof Replacement project.
§ 3. That the funds received from the United States Department of the Interior, National Park Service are hereby appropriated to the Special Fund Budget for the fiscal year commencing July 1, 2025, and ending June 30, 2026, by increasing estimated revenues by $500,000.00, increasing the amount appropriated for expenditures by $500,000.00, and allotting to the Department of Parks, Recreation and Community Facilities’ “Pump House Roof Replacement Special Fund” the sum of $500,000.00 for the purpose providing funding for the Pump House Roof Replacement project.
§ 4. This ordinance shall be in force and effect upon adoption.

PURPOSE: To authorize the Chief Administrative Officer, for and on behalf of the City of Richmond, to accept funds in the amount of $500,000.00 from the United States Department of the Interior, National Park Service and to amend the Fiscal Year 2025-2026 Special Fund Budget by creating a new special fund for the Department of Parks, Recreation and Community Facilities entitled “Pump House Roof Replacement Special Fund,” and appropriating the increase to the Department of Parks, Recreation and Community Facilities’ “Pump House Roof Replacement Special Fund” by $500,000.00 for the purpose of providing funding for the Pump House Roof Replacement project.
BACKGROUND: The Saving America’s Treasures (SAT) program is the granting mechanism for the Federal Earmark of $500,000 requested by the City of Richmond in 2022 and approved in 2023 by Senator Warner, Senator Kaine, and Representative McEachin. The SAT grant was awarded on August 9, 2024. The SAT grant requires matching funds to be used toward the restoration of the Byrd Park Pump House roof. The Department of Parks, Recreation and Community Facilities will utilize funds from the FY25 Capital Improvement Plan as match funding, specifically from the James River Park Master Plan project.
Pursuant to Section 27 (“Signatures”) of the Grant Agreement between the United States Department of the Interior National Park Service and the City (the “Grant Agreement”), no signature is required, and the City is bound to the terms and conditions of the Grant Agreement upon acceptance of the financial assistance award.

FISCAL IMPACT / COST: FY2026 Special Fund revenues will increase by $500,000. A new line item will be created called “Pump House Roof Replacement Special Fund,” in the FY 2025-2026 Special Fund Budget for the Department of Parks, Recreation and Community Facilities for the purpose of replacing and restoring the Byrd Park Pump House roof.
