To authorize the Chief Administrative Officer, for and on behalf of the City of Richmond, to accept funds in the amount of $75,000.00 from the Virginia Department of Criminal Justice Services, and to designate funds in the total amount of $25,000.00 in the City Sheriff General Fund Budget as the required local match; to amend the Fiscal Year 2024-2025 Special Fund Budget by creating a new special fund for the City Sheriff called the “DCJS JAG - Vehicle Cameras Special Fund;” and to amend the Fiscal Year 2024-2025 Special Fund Budget by increasing estimated revenues and the amount appropriated to the City Sheriff’s “DCJS JAG - Vehicle Cameras Special Fund” by the total amount of $100,000.00, all for the purpose of equipping the City Sheriff’s fleet vehicles with camera equipment.

THE CITY OF RICHMOND HEREBY ORDAINS:
§ 1. That the Chief Administrative Officer, for and on behalf of the City of Richmond, is authorized to accept grant funds in the amount of $75,000.00 from the Virginia Department of Criminal Justice Services for the purpose of equipping the City Sheriff’s fleet vehicles with camera equipment.
§ 2. That Article I, Section 2 of Ordinance No. 2024-099, adopted May 13, 2024, which adopted a Special Fund Budget for the fiscal year commencing July 1, 2024, and ending June 30, 2025, and made appropriations pursuant thereto, is hereby amended by creating a new special fund called the “DCJS JAG - Vehicle Cameras Special Fund” for the purpose of equipping the City Sheriff’s fleet vehicles with camera equipment.
§ 3. That $25,000.00 of the City Sheriff’s General Fund budget is designated as the required local match funds for the Richmond City Sheriff’s Office special fund titled DCJS-JAG - Vehicle Cameras for the purpose of equipping the City Sheriff’s fleet vehicles with camera equipment.
§ 4. That the funds received from the Virginia Department of Criminal Justice Services are hereby appropriated to the Special Fund Budget for the fiscal year commencing July 1, 2024, and ending June 30, 2025, in combination with the funds designated as the required local match by section 3 of this Ordinance, by increasing estimated revenues by $100,000.00, increasing the amount appropriated for expenditures by $100,000.00, and allotting to the City Sheriff’s “DCJS JAG - Vehicle Cameras Special Fund” the sum of $100,000.00 for the purpose of equipping the City Sheriff’s fleet vehicles with camera equipment.
§ 5 This ordinance shall be in force and effect upon adoption.

PURPOSE: Authorizing the City Administration to accept the award from the Byrne-JAG Federal Grant through the Department of Criminal Justice Services (DCJS) in the amount of Seventy Thousand ($75,000.00) dollars and appropriating the increase to Special Fund (01601 Cost Center) for the Richmond City Sheriff’s Office (RCSO). There is also a $25,000.00 match.
BACKGROUND: The Richmond City Sheriff’s Office seeks approval for funds in the amount of $75,000.00 awarded by the Department of Criminal Justice Services’(DCJS) Byrne Justice Assistance Grant (JAG) Award with a Cash Match of $25,000.
The Richmond City Sheriff’s Office (RCSO) currently does not have a camera system in their fleet vehicles. The RCSO has 81 fleet vehicles and is looking to outfit 22-25 vehicles with camera equipment to provide accountability, safety, and transparency, following the agency's internal Standard Operating Procedures (SOPs).
COMMUNITY ENGAGEMENT: Additional public hearing/engagement will be through the Finance and Economic Development Standing Committee meeting.
STRATEGIC INITIATIVES AND OTHER GOVERNMENTAL: N/A
FISCAL IMPACT: City revenues will increase by $75,000.00. Subsequently, this ordinance will increase the RCSO’s Special Fund Budget by $100,000.00 ($75,000.00 from Grant Funds and $25,000.00 transferred as cash match from The RCSO’s General Fund Budget).
DESIRED EFFECTIVE DATE: Upon Adoption.
