To request that the Chief Administrative Officer cause the presentation of a report identifying a location for an inclement weather shelter for homeless persons in the city of Richmond when the outdoor or wind chill temperature falls to 40 degrees Fahrenheit or below, when the outdoor temperature rises to 92 degrees Fahrenheit or higher, or when the forecast includes an accumulation of precipitation of one inch or more in a 24-hour period, a hurricane, a tornado, or high winds.

WHEREAS, the Council believes that it is in the best interests of the citizens of the City of Richmond that the Council request that the Chief Administrative Officer cause the presentation of a report identifying a location for an inclement weather shelter for homeless persons in the city of Richmond when the outdoor or wind chill temperature falls to 40 degrees Fahrenheit or below, when the outdoor temperature rises to 92 degrees Fahrenheit or higher, or when the forecast includes an accumulation of precipitation of one inch or more in a 24-hour period, a hurricane, a tornado, or high winds;
NOW, THEREFORE,
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF RICHMOND:
That the Council requests that the Chief Administrative Officer cause the presentation of a report identifying a location for an inclement weather shelter to serve the needs of the homeless in the city of Richmond, irrespective of the calendar date, when the outdoor or wind chill temperature falls to 40 degrees Fahrenheit or below, when the outdoor temperature rises to 92 degrees Fahrenheit or higher, or when the forecast includes an accumulation of precipitation of one inch or more in a 24-hour period, a hurricane, a tornado, or high winds.
BE IT FURTHER RESOLVED:
That the Council requests that such report include, at a minimum, the following:
1. An examination of options to replace as a cold weather shelter the City-owned building known as the Annie Giles Community Resource Center and located at 1400 Oliver Hill Way, which served homeless persons in the City of Richmond until April 15, 2020, in accordance with Ordinance No. 2019-245, adopted October 14, 2019.
2. Identification of potential locations for an inclement weather shelter for homeless persons in the city of Richmond when the outdoor or wind chill temperature falls to 40 degrees Fahrenheit or below, when the outdoor temperature rises to 92 degrees Fahrenheit or higher, or when the forecast includes an accumulation of precipitation of one inch or more in a 24-hour period, a hurricane, a tornado, or high winds.
3. Analysis of the associated budget and budgetary needs for each location.
4. Identification of the source of funds for implementing the use of each location.
5. Identification of the amenities and functionality of each location.
6. Consideration of requirements for COVID-19 pandemic restrictions, social distancing guidelines, and health and safety precautions within each location.
7. A timeline for the implementation of the use of an identified location for an inclement weather shelter.
8. Recommendations concerning appropriate sites for inclement weather shelters from the City’s Administration, housing partners, and organizations dedicated to serving homeless persons within the city of Richmond.
BE IT FURTHER RESOLVED:
That the Council requests that an initial report be provided to Council within 30 days after the adoption of this resolution, with subsequent reports to be submitted to the Council annually by September 1, as necessary, providing an update on the planned inclement weather shelter options for the immediately ensuing winter season.
