To authorize the Chief Administrative Officer, for and on behalf of the City of Richmond, to accept funds in the amount of $10,000.00 from the Family and Children’s Trust Fund of Virginia and to appropriate the increase to the Fiscal Year 2025-2026 Special Fund Budget by increasing estimated revenues and the amount appropriated to the Department of Social Services Special Fund by $10,000.00 for the purpose of providing funding for the Healthy Families program.

THE CITY OF RICHMOND HEREBY ORDAINS:
§ 1. That the Chief Administrative Officer, for and on behalf of the City of Richmond, is hereby authorized to accept funds in the amount of $10,000.00 from the Family and Children’s Trust Fund of Virginia for the purpose of providing funding for the Healthy Families program.
§ 2. That the funds received from the Family and Children’s Trust Fund of Virginia are hereby appropriated to the Special Fund Budget for the fiscal year commencing July 1, 2025, and ending June 30, 2026, by increasing estimated revenues by $10,000.00, increasing the amount appropriated for expenditures by $10,000.00, and allotting to the Department of Social Services Special Fund the sum of $10,000.00 for the purpose of providing funding for the Healthy Families program.
§ 3. This ordinance shall be in force and effect upon adoption.

PURPOSE: Authorizing the Chief Administrative Officer (CAO) to accept a grant in the amount of $10,000 from the Family and Children’s Trust Fund of Virginia to appropriate the increase to the Special Fund Budget for the fiscal commencing July 1, 2025, and ending June 30, 2026, by increasing estimated revenues by $10,000 and the amount appropriated to the Department of Social Services by $10,000 for the purpose of increasing the services of Healthy Families Richmond.
BACKGROUND: Healthy Families Richmond at the Department of Social Services has been awarded $10,000 by the Family and Children’s Trust Fund of Virginia. As specified the funds are to be used for providing, flexible financial assistance for families in or near poverty enrolled in the home visiting program and for staff development, training and organizational capacity activities within the Richmond Healthy Families program. It is intended to “fill in the gaps” of existing support.
Healthy Families Richmond is a program within the Division of Children, Families and Adults at the Department of Social Services. Healthy Families Richmond provides assessments, family support services and parenting education. Goals of the Healthy Families America model include: provide home-based supportive services to at risk families, promote positive family functioning, promote healthy child development, and prevent abuse and neglect among children from birth to age five.
