To amend and reordain Ordinance No. 85-11 1-145, adopted June 24, 1985, which authorized the issuance of $15,138,300 public utility revenue bonds of the City of Richmond to finance the cost of capital improvement projects of the gas, electric, water and wastewater utilities of the City of Richmond, or any of them, and authorized the issuance of notes of the City of Richmond in anticipation of the issuance of the bonds to defray the cost of the utility capital improvement projects, to reflect the actual public utility costs financed from the issuance of the bonds.
