Title: To amend Ord. No. 2021-003, adopted Feb. 8, 2021, which amended Ord. Title

To amend Ord. No. 2021-003, adopted Feb. 8, 2021, which amended Ord. No. 2020-049, adopted May 11, 2020, which adopted the Fiscal Year 2020-2021 General Fund Budget and made appropriations pursuant thereto, by re-appropriating a $500,000.00 portion of the Fiscal Year 2019-2020 fund balance excess, assigned to the Capital Reserve, to the General Fund Cash Transfer for Capital Projects program, and to appropriate these transferred funds to the Capital Improvements Projects for Fiscal Year 2020-2021 and to amend the Fiscal Year 2020-2021 Capital Budget by appropriating such transferred funds in the amount of $500,000.00 to the Department of Public Works’ City Hall project in the City Facility Maintenance & Improvements category for the purpose of constructing improvements to the southwest quadrant of City Hall necessary to house either an employee health clinic or a relocated credit union office, or both, to instead house a community resource center or a space for a relocated credit union office, or both.

Body

I.                     That Ordinance No. 2021-003, adopted February 8, 2021, be and is hereby amended and reordained as follows:

§ 1.                     That Ordinance No. 2020-049, adopted May 11, 2020, which adopted the General Fund Budget for the fiscal year commencing July 1, 2020, and ending June 30, 2021, and made appropriations thereto, be and is hereby amended by re-appropriating a $500,000.00 portion of the fund balance excess for the fiscal year commencing July 1, 2019, and ending June 30, 2020, to the General Fund Cash Transfer for Capital Projects program, with program number 00101, for the purpose of constructing improvements to the southwest quadrant of City Hall necessary to house either [an employee health clinic] a community resource center or a space for a relocated credit union office, or both.

§ 2.                     That, notwithstanding any requirement of section 12-264 of the Code of the City or Richmond (2020), as amended, to the contrary, the funds transferred pursuant to section 1 of this ordinance are hereby appropriated to the Capital Budget for the fiscal year commencing July 1, 2020, and ending June 30, 2021, by increasing estimated revenues by $500,000.00, increasing the amount appropriated for expenditures by $500,000.00, and allotting these funds to the Department of Public Works’ City Hall project in the City Facility Maintenance & Improvements category the sum of $500,000.00 for the purpose of constructing improvements to the southwest quadrant of City Hall necessary to house either [an employee health clinic] a community resource center or a space for a relocated credit union office, or both.

§ 3.                     This ordinance shall be in force and effect upon adoption.

II.                     That this amendatory ordinance shall be in force and effect upon adoption.
