To request that the Chief Administrative Officer cause the Director of Public Works to develop and implement a comprehensive plan for the collection and analysis of certain data to be used in the formulation of strategies and actions to support the City’s Vision Zero traffic safety program goal to reduce traffic fatalities and serious injuries in road traffic.

WHEREAS, the Council supported the development of a Vision Zero traffic safety program in the City of Richmond by Resolution No. 2016-R011, adopted March 7, 2016, and reaffirmed its support through Resolution No. 2017-R093, adopted March 12, 2018, to reduce traffic fatalities and serious injuries in road traffic to zero by the year 2030, through comprehensive planning including promoting improvements in surface transportation performance and safety for travelers;  and

WHEREAS, the Council believes that it is in the best interests of the citizens of the City of Richmond to request that the Chief Administrative Officer cause the Director of Public Works to develop and implement a comprehensive plan for the collection and analysis of certain data to be used in the formulation of strategies and actions to support the Vision Zero traffic safety program in reducing traffic fatalities and serious injuries in road traffic;

NOW, THEREFORE,

BE IT RESOLVED BY THE COUNCIL OF THE CITY OF RICHMOND:

That the Chief Administrative Officer is requested to cause the Director of Public Works to develop and implement a comprehensive plan for the collection and analysis of certain data to be used in the formulation of strategies and actions to support the Vision Zero traffic safety program to reduce traffic fatalities and serious injuries in road traffic and which includes the following:

                                          1.                     A commitment to the continued installation of pedestrian crossing signals at city intersections with the highest volumes of pedestrian traffic and continued collection of traffic accident data at such intersections to assess the impact of pedestrian crossing signals on all forms of transportation, the effect of “all walk” signals at those intersections, and to identify opportunities for safety improvement.

2.                     Efforts by the Department of Public Works to work with the appropriate administrative staff of the School Board of the City of Richmond to expand, while also taking into account the funding allocations for necessary staff and restructuring, the Safe Route to School program into all of the City’s public schools and to encourage the development of Safe Route to School partnerships with private schools so that all students can travel safely to school by foot, bus, or bicycle.  

3.                     Efforts by the Department of Public Works to work with the appropriate administrative staff of the School Board of the City of Richmond, while also taking into account the funding allocations for necessary staff and restructuring, to incorporate Vision Zero principles into school transportation policies.
