WHEREAS, the Council is of the opinion that certain areas located on the south side of the city of Richmond are prone to chronic flooding; and

WHEREAS, the Council believes that areas along Broad Rock Boulevard, Whitehead Road, and Burtwood Lane, and various neighborhoods in the city of Richmond’s south side are susceptible to flooding and standing water; and

WHEREAS, the Council believes that it is in the best interests of the citizens of the City of Richmond that the Council request that the Chief Administrative Officer cause the Director of Public Utilities to develop a comprehensive plan to address flooding and drainage issues on the south side of the city of Richmond;

NOW, THEREFORE,

BE IT RESOLVED BY THE COUNCIL OF THE CITY OF RICHMOND:

That the Council hereby requests that the Chief Administrative Officer cause the Director of Public Utilities to develop and submit to the Council by no later than 90 days after the adoption of this resolution a comprehensive plan addressing chronic flooding and drainage issues on the south side of the city of Richmond that, at a minimum, includes the following:

1.                     An inventory and evaluation of the areas on the south side of the city of Richmond that are subject to flooding and drainage problems.

2.                     An evaluation of the current stormwater infrastructure on the south side of the city of Richmond and such infrastructure’s effectiveness in mitigating chronic flooding and drainage problems.

3.                     Strategies to mitigate chronic flooding and drainage issues on the south side of the city of Richmond.

4.                     A list of stormwater improvement projects designed to alleviate chronic flooding and drainage problems on the south side of the city of Richmond, ranked according to priority.

5.                     To the extent permitted by law, a strategy for funding the stormwater improvement projects identified in the comprehensive plan called for by this resolution through the City’s General Fund Budget, Capital Budget, or Stormwater Utility Budget.
