To express the Council’s support for a joint effort by the City and the School Board of the City of Richmond to develop energy-efficient improvements to the City’s public schools pursuant to the authority granted by amendments to state law for the modernization of public school buildings and facilities.

WHEREAS, pursuant to Chapters 818 and 819 of the 2019 Acts of Assembly of Virginia, effective July 1, 2019, the General Assembly of Virginia amended sections 2.2-2279 and 15.2-4901 of the Code of Virginia (1950), as amended, added in Chapter 9 of Title 22 of the Code of Virginia (1950), as amended, an article numbered 3, and added in Chapter 23 of Title 56 of the Code of Virginia (1950), as amended, a new section numbered 56-589.1, all of which include provisions to promote the modernization and increased energy-efficiency of public school buildings and facilities to the extent that they generate more electricity than they consume and authorize local school boards to execute certain contracts to achieve those goals; and

WHEREAS, the Council of the City of Richmond recognizes that the capital needs of the school division administered by the School Board of the City of Richmond are vast and believes that the City and the School Board should take advantage of new state legislation that is intended to support and encourage energy efficient schools; and

WHEREAS, the Council believes that it is in the best interests of the citizens of the City of Richmond that the Council support a joint effort by the City and the School Board of the City of Richmond to develop energy-efficient improvements to the City’s public schools pursuant to the authority granted by the provisions by Chapters 818 and 819 of the 2019 Acts of Assembly of Virginia.

NOW, THEREFORE,

BE IT RESOLVED BY THE COUNCIL OF THE CITY OF RICHMOND:

That the Council supports a joint effort by the City and the School Board of the City of Richmond to develop energy-efficient improvements to the City’s public schools pursuant to the authority granted by Chapters 818 and 819 of the 2019 Acts of Assembly of Virginia.
