To impose enhanced speeding penalties pursuant to City Code ? 27-163 and to authorize the placement of signs giving notice thereof on the portion of West Laburnum Avenue located between Rosedale Avenue and the City's corporate boundary with Henrico County.

WHEREAS, pursuant to section 46.2-878.2 of the Code of Virginia (1950), as amended, section 27-163 of the Code of the City of Richmond (2020), as amended, provides for the imposition of enhanced speeding penalties for operation of a motor vehicle in excess of the maximum speed limit on certain residential streets; and
WHEREAS, in accordance with section 27-163 of the Code of the City of Richmond (2020), as amended, the City has determined that the 85th percentile speed on the portion of West Laburnum Avenue located between Rosedale Avenue and the City's corporate boundary with Henrico County is at least ten miles per hour greater than the posted speed limit; and
WHEREAS, the Council Member representing the Third District in which a portion of West Laburnum Avenue located between Rosedale Avenue and the City's corporate boundary with Henrico County is situated has submitted a written request for the application of the provisions of section 27-163 of the Code of the City of Richmond (2020), as amended; and
WHEREAS, it is in the best of interests of the citizens of the City of Richmond, especially those who reside on or near the portion of West Laburnum Avenue located between Rosedale Avenue and the City's corporate boundary with Henrico County, that the City Council authorize the placement of signs on such portion of West Laburnum Avenue located between Rosedale Avenue and the City's corporate boundary with Henrico County in order to implement the enhanced speeding penalties for which section 27-163 of the Code of the City of Richmond (2020), as amended, provides;
