To designate the 300 block of North 2nd Street in honor of the late Lorna Pinckney. (2nd District)

WHEREAS, upon information and belief of Council, Lorna Pinckney was born on July 12, 1974, in Brooklyn, New York, and attended the LaGuardia High School of Music & Art and Performing Arts in New York, New York, before relocating to the city of Richmond to attend Virginia Union University; and
WHEREAS, upon information and belief of Council, Lorna Pinckney later attended Virginia Commonwealth University where she received a bachelor's degree in graphic design and advertising; and
WHEREAS, upon information and belief of Council, while a student at Virginia Commonwealth University, Lorna Pinckney led the Black Student Union and a student newspaper called The Vine, and gained prominence in the city of Richmond for starting an open mic series for poets called "Tuesday Verses;" and
WHEREAS, upon information and belief of Council, Lorna Pinckney died on October 5, 2017, and is buried in Pinelawn Memorial Park in East Farmingdale, New York; and
WHEREAS, the City desires to memorialize Lorna Pinckney's service to social activism and the arts in the city by designating the 300 block of North 2nd Street in her honor as "Lorna Pinckney Place;" and
WHEREAS, because this designation is honorary only, the provisions of sections 8-7 through 8-10 of the Code of the City of Richmond (2020), as amended, do not apply to the designation made hereby or to any signs erected pursuant to this ordinance;
NOW, THEREFORE,
THE CITY OF RICHMOND HEREBY ORDAINS:
? 1. Designation of Street Block for Honorary Name. The 300 block of North 2nd Street shall be designated in honor of Lorna Pinckney as "Lorna Pinckney Place," pursuant to this ordinance.
