WHEREAS, Ordinance No. 2018-318, adopted January 14, 2019, appropriated $12,500.00 to a new "Love Your Block Grant" special fund for the purpose of addressing blight-related issues, including abandoned and vacant properties, graffiti, illegal dumping, and trash in public rights-of-way; and
WHEREAS, the Mayor has proposed using a portion of these funds to make grants to certain organizations eligible to receive City funds under section 15.2-953(B) of the Code of Virginia (1950), as amended, for the purpose set forth in Ordinance No. 2018-318, adopted January 14, 2019;
NOW, THEREFORE,
THE CITY OF RICHMOND HEREBY ORDAINS:
? 1. That, as authorized by section 15.2-953(B) of the Code of Virginia (1950), as amended, the City hereby makes the following grants to the following organizations:
(a) Boaz and Ruth, Inc. $975.00
(b) Boys & Girls Clubs of Metro Richmond $1,000.00
(c) Enrichmond Foundation $2,618.00
(d) Saving Our Youth, Virginia $1,000.00
(e) The Salvation Army $1,000.00
? 2. That each grant identified in section 1 of this ordinance shall be made in accordance with a grant contract that meets all of the requirements of section 12-13(b) of the Code of the City of Richmond (2015), as amended, and imposes such conditions as may be necessary to ensure that the recipient uses the grant funds to further the purpose set forth in Ordinance No. 2018-318, adopted January 14, 2019.

That the grant contracts for the grants identified in subsections (b), (c), and (e) of section 1 of this ordinance may include appropriate provisions granting the following recipients, or their agents, a right of entry or license onto the following City-owned real estate for purposes of effectuating the purposes of the grants:
